CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: General Engineer, KGS-0801-11
SALARY: Between 30619 – 44488 won per hour (Total hourly compensation when bonuses are included.)
DUTY LOCATION: 51st Civil Engineering Squadron, Operations Flight, Requirements & Optimization, Osan AB.
AREA OF CONSIDERATION: All current USFK employees (Priority Group 5). All registrants on the area reemployment priority list (ARPL) (Priority Group 6). Eligible family members of US military and civilian employees of an agency of the United States whose duty station located in Korea (Priority Group 7). Outside Korean National Applicant (Priority Group 8 & 9).
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
To ensure compliance with an applicable preliminary injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, USFK will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. USFK may request information and receive submission of vaccination documentation from employees and selected applicants for the purposes of implementing other workplace safety protocols based on vaccination status, such as masking, periodic testing, physical distancing, travel limitation and quarantine.

MAJOR DUTIES: Performs manager duties of Utilities Activity Management specified in Air Force Civil Engineer Operations Engineering Playbook and PAD 12-03. As a general engineer of Requirement & Optimization section in Operations Flight, performs a wide range of general engineering duties surrounding O&M functions including the maintenance, repair, upgrade and operations of base infrastructure systems. Assigns, gives direction to, and enforces deliverable from sub-AMP managers for each applicable sub-AMP. Manages the planning aspect of utilities activities the sub-activity requirements and priorities into the AMP to assess the activity, identify requirement, and effectively plan, program, budget, and execute resources necessary for optimal life-cycle operation of the activity using risk-based approach. Assists in defining/prioritizing projects within the respective activity, and identifying and working to resolve issues. Assures appropriate members from across the squadron and installation are assigned to and actively participate in AMP working groups. Chairs quarterly Utilities AMP working group to integrate and synchronize any sub-AMP working group efforts. Facilities integration of AMP plans, requirement, and priorities into the base activity management plan (BAMP) and base comprehensive asset management plan (BCAMP). Confirms all AMPs required SMS/NexGen IT/GeoBase data entry requirements and standards are met. Verifies Sub-AMP manager gather utilities consumption data from the Base energy Manager to determine optimal performance and baseline actual performance, and identify underperforming assets and developing got well plans. Prepares in-House contract packages and the design must address functionality, aesthetics, use of proper materials, and all applicable life, safety, and health code requirements. Manages the life-cycle performance and condition of all component inventory management metrics in assigned built and natural (B&N) infrastructure. Performs/provides expert advice and perform design reviews, site visits, meeting, and inspections relating to projects in various life-cycles stages: design, construction, procurement, installation, operation, modification and/or major repair and maintenance of electrical, wastewater/stormwater, potable/non-potable water and mechanical distribution system including natural gas. Based on inspection protocols, supports inspections on mission dependency index (MDI) for non-preventive maintenance (PM) condition assessments and ensures consolidated data is entered into SMS and NexGen IT in order for metric development. Applies the standardized business rules in NexGen IT towards PM requirements, PM program oversight, and PM Program execution. Associates PM Procedures to PM Schedules and implements continuous process improvement to effectively manage, develop and mature the PM Program. Performs other duties as assigned.
OTHER SIGNIFICANT FACTS: Individual will be required, at the convenience of the Air Force, to perform temporary duty travel by either government or commercial air transportation, and to utilize government finished quarters and messes at temporary duty stations when available.
MINIMUM QUALIFICATION REQUIREMENTS:
BASIC REQUIREMENTS: Applicants must hold an engineering degree from a ROKG authorized or recognized college or university in the field of engineering related to the job for which being considered or an engineer license issued by the ROKG in the field related to the job for which being considered.
In addition to meeting the basic requirements above,
One (1) year of professional experience at grade level of KGS-09 or equivalent.
PROFESSIONAL EXPERIENCE: Experience which required application of the professional theories, scientific principles, and practices in the established profession of the position to be filled. Professional positions require professional, rather than technical knowledge, skills and abilities (KSAs) such as can be gained through intensive college education and training.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Three full years of progressively higher-level graduate education or completed doctorate course or a doctorate degree in an appropriated field is qualifying for KGS-11 level.
TRANSCRIPTS ARE REQUIRED IF USING EDUCATION AS SUBSTITUTION FOR SPECIALIZED EXPERIENCE. COURSES MUST BE DIRECTLY RELATED TO THE WORK OF THE POSITION.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 540 and higher or the Test of English for International communication (TOEIC) score of 750 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the position:
a. Professional knowledge of multi-discipline engineering concepts, principles, and practices methods, and techniques, materials, and concepts to project development, execution, and advisory services.
b. Knowledge in the principles of planning and program management to execute significant projects which represent an important segment of the agency’s operating program.
c. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions.
d. Must have an excellent command of English language to include fluency in reading, writing and speaking.
