CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Transportation Assistant, KGS-2102-07
SALARY: Between 22370 – 32292 won per hour (Total hourly compensation when bonuses are included)
DUTY LOCATION: 51st Logistics readiness Squadron, Cargo Movement, Osan AB.
AREA OF CONSIDERATION: All current employees assigned with United States Air Force, Korea (USAFK). (Priority Group 5)
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
To ensure compliance with an applicable preliminary injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, USFK will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. USFK may request information and receive submission of vaccination documentation from employees and selected applicants for the purposes of implementing other workplace safety protocols based on vaccination status, such as masking, periodic testing, physical distancing, travel limitation and quarantine.

MAJOR DUTIES: Serves as Lead Quality Control Inspector for all inbound and outbound personal property shipments within Osan AB’s AOR to include processing of all documents incidental thereto. Overseas work being performed by transportation service providers ensuring that all contractual requirements are complied with, and the quality of work meets specified standards. Train/evaluate section personnel on inspection practice and procedures to include route familiarization within the local area. Provides technical guidance, trains, and orientates assigned personnel. Assists in establishing duty performance standards, expectations, priorities to maximize productivity and performance of each team member. Assigns duties based on difficulty level, mission requirements, and individual capabilities and qualifications. Interprets Federal, department of Defense, department of the Air Force, and other service regulations to provide clear guidance. Evaluates the quality of work rendered by section personnel and provides appropriate feedback to the Personal Property Section Chief. Performs quality control inspections on all incoming and outgoing shipments. Ensures that individual shipments are properly packed, crated, weighted stenciled, banded, and shipping documents affixed. Inspects and rejects all packing and crating materials which does not meet military specifications and standards. Maintains continuous evaluation of carrier services including personnel, materials, equipment, procedures, and work methods are applied to ensure timelines and completeness IAW contract requirements. Monitors carrier personnel service to ensure services being rendered are in compliance with the tender of Service. Prepares Shipment Evaluation Inspection Reports, Loss or damage Reports and Government Inspection Reports indicating general and specific conditions of shipments and/or discrepancies noted during the operations. Maintains Carrier Performance records for each shipment evaluation of performance through customer Statis faction Surveys and tender of Service Surveillance. Conducts required facility qualification inspections for agents participating in the DoD Personal property Program. Periodically inspects contractor warehouses to determine proper storage, administration, and housekeeping practices. Serves as the Contracting Office representative to the Direct Procurement Method and Local Drayage Contract. Ensures the Air Force receives quality contractor performed services and pays only for acceptable service received. Initiates set-off action against contract payment for monetary deductions when contractor’s performance is unacceptable. Assures successful contract negotiations and assists the Contracting Officer with technical guidance of contract requirements and applications. Analyzes, assembles, and maintains statistical data and pertinent records for the analysis of transportation movements and the negotiation of improved carrier services and rate adjustments. Identifies and reports damaged, re-consigned, diverted, or lost personal property shipments using to US Transportation Command. Prepares and answers correspondence. Completes clerical and administrative tasks in support of transportation operations. Prepares/collects installation pass and decal documents of local agent personnel for base access. Prepares, drafts, and completes transportation related documents in bilingual as required. Consolidates and finalizes information to generate reports in accordance with established reporting procedures. Maintains files and pertinent records. Proofreads/edits correspondence and documents for correct grammar, spelling, capitalization, punctuation, and format. Assembles documents, forms, and other paperwork that make up transportation files or records. Performs other related duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE: One year of specialized experience at grade level of KGS-06 or equivalent experience.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Education cannot be substituted for any experience requirement above the KGS-05 level.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 70 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 509 and higher the Test of English for International Communication (TOEIC) score of 650 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Knowledge of the full range of transportation policies, practices, and techniques to include knowledge of personal property shipments and operations for shipping and storage within the transportation function.
b. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, and databases.
c. Skill in fact-finding, problem analysis, problem resolutions, and development of solid action plans to resolve problems.
d. Ability to communicate effectively, both orally and in writing, using tact and courtesy.
