CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Human Resources Specialist (Employee Relations), KGS-0201-07/09/11
SALARY: KGS-07: Between 20209 – 29144 won per hour
KGS-09: Between 24012 – 34760 won per hour
KGS-11: Between 27657 – 40145 won per hour
(Total hourly compensation when quarterly bonuses are included.)
DUTY LOCATION: 51st Force Support Squadron, Civilian Personnel Flight, Osan AB.
AREA OF CONSIDERATION: All current USFK employees. (Priority Group 5)
NOTE: Target grade of this position is KGS-11. If this position is filled at lower grade than target grade, the incumbent may be promoted to the target grade non-competitively upon meeting qualification requirements and recommendation by the supervisor. Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Employee-Management Relations: Plans and conducts periodic and special contacts with managers and supervisors to provide advice and assistance in the discharging of the managerial/supervisory responsibilities for effective employee-management relations. Provides guidance and assistance on employment policy and practices, and on basic motivation factors in supervisor-employee relations. Assists supervisors in identifying and improving problem areas by recommending appropriate corrective actions. Monitors quality indicators and self-assessment programs. Employee Discipline, Grievances, and Appeals: Provides guidance and interpretation of USFK/AF policy on constructive discipline, rules of conduct, penalties guide, and related regulatory requirements. Reviews proposed disciplinary actions for compliance with policy, regulations, and procedures. Advises and assists supervisors in analyzing disciplinary cases, in establishing charges, in selecting appropriate penalty action, and in preparing notices of proposed and final action. Advises and assists reviewing officials on employee grievances and appeals seeking redress from management actions or omissions which adversely affect working conditions or job relationships. Provides procedural guidance to employees. Reviews, in conjunction with concerned commanders, formal grievances or appeals of disciplinary actions taken by supervisors. Provides assistance in evaluating relevant facts and rendering a decision. Prepares the decision letter for the reviewing official. Acts as liaison between OCPD and management regarding appeals to the USFK Appeals Board. Attends and provides assistance at appeals hearings as appropriate. Employee Services: Evaluates availability and use of employee services and facilities in serviced organizations in terms of reasonable employee needs. Utilizes manager comments and union and employee complaints, attitude survey data, and supervisor surveys, in needed. Consults with mangers and/or concerned staff officers on possible improvements or additional services with regard to food services, transportation, health conditions, recreation, and other services. Employee-Management Communication: Evaluates effectiveness of communication in serviced organizations, using informal surveys or statistics on employee reactions. Provides staff assistance and advice relating to open communications between supervisors and employees and to the two-way flow of information and use of informational media and staff meetings. Provides staff assistance on supervisor-employee consultation on work-type problems and on broader questions of personnel policy and employee services and on questions raised by employee unions. Manages, initiates, and prepares all KN newsletters or special publications in final. Ensures all major publicity topics are publicized annually or as otherwise appropriate. Performance Appraisal: Implements AF policy with regard to performance appraisal for employees, provides assistance and advice to supervisors and managers on the establishment of performance requirements and the use of performance appraisals. Advises on the tie-in of performance appraisal with training needs and to employee recognition, as well as to possible employee reassignment, downgrading or separation. Ensures all work plans and appraisals are in compliance with AF/USFK directions. Performance Awards and Employee Recognition: Provides staff assistance and guidance on performance awards. Employee Counseling: Advises managers and supervisors on their basic responsibility for counseling employees on all aspects of supervisor-employee relations and career management as well as on employee complaints, performance evaluation and employee recognition. Provides a counseling service to employees on complaints or inquiries not referred by employees to supervisors, provides advice on personnel policy and administrative regulations, employee rights and benefits, and any other subjects not initially referred by employees through their supervisory channels. May be responsible for one or more as the following functions: Serves as the KN LMR advisor for the CPF. Participates in Union-Management meetings with responsibility for advising the CPO on matters requested by the union for discussion as interpreter as required. Serves and the injury compensation administrator. Receives, reviews, and processes reports, claims and documents to and from OWCP, and provides supervisors and claimants with information, advice and assistance to effect prompt transactions. As a member of the Performance Awards committee, advises the CPO concerning improvements in the Civilian Performance Awards Program. With other Committee members, analyzes and adjudicates submissions and determines the proper type of award to recommend, considering each submission for both monetary and honorary recognition. Performs other duties as assigned.
OTHER SIGNIFICANT FACTS: Assigned organization are generally characterized by missions and structures that require extensive analysis and a high degree judgment, to understand their basic functions and operations. Problem cases typically assigned require the collection and analysis of data regarding problem solutions (especially in connection with disciplinary or employee communication matters) of special interest or of a sensitive nature. These cases frequently have employee-management implications that extend beyond the individual supervisor-employee relationship immediately involved.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE:
KGS-07: One year of specialized experience at grade level of KGS-05 or equivalent.
KGS-09: One (1) year of specialized experience at grade level of KGS-07 or equivalent.
KGS-11: One (1) year of specialized experience at grade level of KGS-09 or equivalent.
SPECIALIZED EXPERIENCE: Experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
1. One full academic year of graduate education in a field related to the position being filled may be substituted for one year of specialized experience required at grade KGS-07 level.
2. Master's or equivalent graduate degree related to position is qualifying for KGS-09 level.
3. Three full years of progressively higher level graduate education or completed doctorate course or a doctorate degree in an appropriated field is qualifying for KGS-11 level.
TRANSCRIPTS ARE REQUIRED IF USING EDUCATION AS SUBSTITUTION FOR SPECIALIZED EXPERIENCE. COURSES MUST BE DIRECTLY RELATED TO THE WORK OF THE POSITION.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 540 and higher or the Test of English for International Communication (TOEIC) score of 750 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Knowledge of regulatory, policy and procedures, related to Labor and Employee-Management.
b. Ability to provide guidance and assistance on employment policy and practices in supervisor/management-employment relations.
c. Ability to provide guidance and interpretation of USFK/AF policy on constructive discipline, rules of conduct, penalties guide and related regulatory requirements.
d. Ability to communicate both verbally and in writing, as well as work in a professional manner with supervisor/management-employment.
CONTINGENCY-ESSENTIAL(C-E) POSITION: This position has been designated as Contingency-Essential (C-E).
A C-E employee will participate in base exercises equipped with the chemical warfare defense equipment. Selected candidate is required to sign an agreement, Korean Employee Contingency-Essential Position Agreement (USFK Form 200EK) and must be completed physical requirements test before effective date of appointment.
