CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE AND GRADE: Administrative Support Assistant (Office Automation), KGS-0303-05
SALARY: Between 16227 - 23262 won per hour (Total hourly compensation when quarterly bonuses are included)
DUTY LOCATION: 51st Civil Engineer Squadron, Installation Management Flight, Osan AB.
AREA OF CONSIDERATION: All current employees assigned with United States Air Force, Korea (USAFK).
(Priority Group 5)
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Assumes responsibility for the full range of duties in the performance on administrative support and clerical functions of the office. Assists in preparation of documents, correspondence, report, etc. Assists in implementing regulations and policies governing assigned activities, identifies applicability for office, and information supervisor of necessary action to insure compliance and implements required action. Assists in the preparation and compilation of special studies and reports. Selects specified information from appropriate documents, consolidates and prepares draft of data in various categories required. Reads directives and instructional material pertaining to administrative practices and clerical procedures to be aware of new, revised or amended procedures for such matter as preparation and correspondence, filling, mall procedures, preparation of travel orders and vouchers, and security procedures. Reviews outgoing correspondence for procedural grammatical accuracy, and returns to originator that correspondence requiring corrections. Knows appropriate tongue and quill format, procedural, and technical requirements for all written correspondence. Reviews incoming correspondence and directives from higher authority to determine required action or coordinates with higher activities for required action. Performs various duties in the overall administration of both Korean and US civilians including, but not limited to: maintaining individual records such as roster of employees, personnel history statements and US civilian career program records, etc: maintaining and tracking personnel information reports and personnel actions including reassignments, extensions, details, etc: preparing and maintaining Time & Attendance cards and records, TDY requests, awards for DoD and Korean civilians, and commander’s polices. The incumbent is responsible for the development, preparation, maintenance, and deposition of administrative reports and other correspondence IAW records custodian duties. As a Records Custodian, controls the filling system and maintains the flight’s manual in accordance with applicable regulations. Filling duties require a good knowledge of the Air Force Functional Filling Systems. Provides a variety of other administrative and clerical support duties to include answering phones and receiving visitors; referring visitors and phone calls to appropriate personnel. Maintains suspense records on all correspondence and action documents prepared for signature of or requiring coordination by the supervisor for conformance with regulation, grammar, format, and special policies of the office. Assists in the in-processing and out-processing of all DoD civilians and contractors. Uses computer hardware and software to perform clerical tasks and to support the operations of the office. Software used includes (but not limited to) Microsoft Word, Power point, Excel, outlook for e-mail and Hangul. Manages organizational computer files and diskettes. Instructs and disseminates information to all sections concerning new or changed administrative policies, procedures and regulations. Collects, organizes, and completes data in order to recommend action to the flight commander. Prepare, coordinate, track and route document folders from flight staff to squadron front office. Maintains listings of all flight personnel, flight organizational charts, and any flight specific information. Performs other duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPEREINCE:
One (1) year of specialized experience at grade level of KGS-04 or equivalent. A minimum typing speed of 30 words (English/150 strokes) per minute is required. ROK Word Processing Certificates for English may be substituted for the self-certification of keyboard operation skills.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successfully completed education of four years above the high school level in a ROKG authorized or recognized university may be substituted for the experience required at grade KGS-05.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 60 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 430 and higher the Test of English for International Communication (TOEIC) score of 450 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:

Knowledge of rules, procedures, or operations applied to secretarial and clerical assignments to perform the procedural and administrative work.

Knowledge of appropriate tongue and quill format, procedural, and technical requirements for all written correspondence.

Knowledge of various office automation software programs, tools and techniques to support office operations and produce a variety of documents such as letters, reports, and spreadsheets.

Ability to communicate effectively, both orally and in writing.
