POSITION TITLE & GRADE: Lead Postal Clerk, KGS-0305-05
SALARY: Between 16227 – 23262 won per hour (Total hourly compensation when quarterly bonuses are included)
DUTY LOCATION: PACAF Air Postal Squadron, Det 1, Inchon IAP.
AREA OF CONSIDERATION: All current employees assigned with United States Air Force, Korea (USAFK).
(Priority Group 5)
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Serves as a lead postal clerk in the mail processing unit. Supervises and directs the work between airline cargo handlers and contract trucking personnel on a shift basis. Directs the work load in accordance with established work flow. Sets work priorities and maintains the flow and quality of work to assure timely accomplishment. Assists and instructs subordinates in the specific tasks and job techniques. Provides written instructions or reference materials and answers questions regarding work. Provides written instructions or reference materials and answers questions regarding work. Makes recommendations or minor changes to work flow and priorities subjects for supervisor’s approval. Checks on work in progress. Reviews, accepts, amends or rejects the completed work on the basis of established quality standards and special instructions given. Refers cost reduction ideas and corrects work deficiencies or brings them to the attention of his/her superior. Provides on-the-job training following set plans and practices. Accomplishes a variety of postal administrative work involved in the processing of U.S. mail for transportation to, from and within the overseas areas and the United States. Additionally, arranges and coordinates ground transportation between Inchon International Airport and Kimpo Domestic Airport, and Seoul Aerial Mail Terminal. Screens incoming and outgoing mail for contraband and compliance with host country customs regulations and restrictions. Performs quality control checks in the make-up, dispatch and receipt of mail from airlines and contract trucking company. Records mail volume by weight and category. Accepts and dispatches mail to and from U.S. and foreign commercial air carriers. Maintains inventory control and accountability and processes mail on a first in first out basis by class. Confers with commercial carrier representatives and obtains mail load documentation, flight data, and other pertinent information. Extracts and consolidates numerical information from an assortment of postal forms and worksheets. Validates airline accounting documents and checks accuracy of arithmetic computation. Prepares mail transportation and shipment documents. Conducts transit time information studies on military mail and airline containers. Assists in the preparation and compilation of data for special studies, reports and plans. Loads, unloads, segregates and sorts mail according to class and destination point to and from airline and truck container. Arranges mail for dispatch on aircraft or truck by mail classification. Prepares mail manifest. Closely monitors and provides special handling of military express mail and other sensitive mail. Submits changes or corrections to the mail distribution scheme. Determines disposition of loose articles found in mail transportation equipment. Loads, unloads, segregates and sorts mail according to class and destination point to and from airline and truck container. Arranges mail for dispatch on aircraft or truck by mail classification. Maintains adequate stock level of postal supplies and equipment for the make up and dispatch of mail. Operates mechanized material handling equipment, postal scales computers office machines and specials general purpose vehicles. Provides oral and written translation from English to Korean and vice versa in dealing with local air and ground transportation contractors, host country custom and postal officials and airport security officials. Types and prepares an assortment of material related to above duties and performs other duties as assigned that are within the scope of this position.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPEREINCE: One (1) year of specialized experience at grade level of KGS-04 or equivalent.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successfully completed education of four years above the high school level in a ROKG authorized or recognized university may be substituted for the experience required at grade KGS-5 level.
QUALIFICATION REQUIREMENTS: Must be trustworthy, honest, loyal and possess high moral standards and bearing. Have no derogatory information of unfavorable conduct that cast doubt on the individual’s integrity. Knowledge of appropriate United States Postal Service, Department of Defense, and united States Air Force directives and regulations. Must not have any physical restrictions prohibiting duty involving prolonged standing, walking or lifting up to 70 pounds. Must be computer literate. Required to work various tours of duty to include early morning, nights, weekends and both US and Korean holidays. Must be able to acquire a military vehicle license for several vehicles, i.e., tug, forklift, and special general purpose vehicles.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 60 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 430 and higher the Test of English for International Communication (TOEIC) score of 450 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Knowledge of appropriate United States Postal Service, Department of Defense, and United States Air Force directives and regulations.
b. Ability to standing, walking or lifting up to 70 pounds.
c. Ability communicates effectively orally and in writing.
