POSITION TITLE & GRADE: Construction Inspector, KGS-0809-09
SALARY: Between 24012 – 34760 won per hour (Total hourly compensation when quarterly bonuses are included.)
DUTY LOCATION: 51st Civilian Engineer Squadron, Engineering Project Execution, Osan AB.
AREA OF CONSIDERATION: All current USFK employees. (Priority Group 5)
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Performs a variety of construction surveillance, conducting inspections, and ensuring quality performance in support of project manager (PM) and construction manager (CM). These duties may include the inspection of new construction, remodeling or repair of brick, frame, structural steel, reinforced concrete and other types of structures. Typical buildings include sheds, recreation halls and facilities, hospitals, dormitories, residences or family dwelling units, theaters, chapels, dining halls, shop and utility buildings, warehouse and other storage facilities. Resolves minor differences between plans and specifications based upon construction standard; assists contractors by making suggestions as to materials, equipment and method of accomplishing work in order to meet specification and acceptability of workmanship and materials in connection with major and/or critical features of the project. Makes oral or written reports to the construction manager regarding unacceptable practices and methods identified during the inspection. Confers with contractors to discuss plans for work accomplishment and scheduling to assist contractors to comply with contract plans and specifications. Performs on-site daily inspections of ongoing constructions and all phases of critical construction. Enforces personnel safety, site cleanliness and control of debris and materials, communication with contractor superintendent, resolution of potential conflicts between users and base organizations, and monitoring the progress of construction. Performs COR (Contracting Officer’s Representative) responsibilities and prepares letter to the Contracting Office detailing problems with the contractor, requesting modification; and any other contract related documentation necessary. Prepares simple modification packages along with engineer’s recommendation. Reviews and approves contractors’ invoices. Performs constructability reviews for construction contracts. Updates project construction progress data into Automated Civil Engineer System Project Management (ACES-PM). Prepares utility outage slides to report to construction manager (CM). Performs other duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE: One year of specialized experience at grade level of KGS-08 or one year of specialized experience at grade level of KGS-07 if there is no position that is one grade lower than the position being filled within the Agency.
SPECIALIZED EXPERIENCE: Progressively responsible technical experience in the specialty field in which the duties of the position are to be performed or in closely related lines of work. This experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, the specialized experience must have been equivalent to at least the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Education cannot be substituted for any experience requirement above the KGS-05 level.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 540 and higher or the Test of English for International Communication (TOEIC) score of 750 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:

Knowledge of construction inspection practices and procedures and the practical methods and techniques of engineering
principles relating to complex construction practices and procedures.

Knowledge of inspection and safety practices and procedures in the construction industry.

Knowledge of engineering and architectural plans and specifications to read and interpret construction requirements.

Knowledge of computer based software programs to create and maintain records and reports regarding construction progress.
-
Fluency in written and spoken English is required.
