CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Liaison Officer, KGS-0301-11
SALARY: Between 27657 – 40145 won per hour (Total hourly compensation when quarterly bonuses are included.)
DUTY LOCATION: Air Force Office of Special Investigations, 5th Field Investigations Sq., Command Section, Osan AB
AREA OF CONSIDERATION: All current USFK employees (Priority Group 5). All registrants on the area reemployment priority list (ARPL) (Priority Group 6). Outside Korean National Applicant (Priority Group 8 & 9).
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Serves as the Senior Korean national Liaison Officer of the Air Force Office of Special Investigations 5th Field Investigative Squadron. Serves as the Squadron Commander’s principal liaison to his/her national and local counterparts for force protections, security, and counterintelligence related matters. Establishes rapport and performs liaison between the USAF and national Korean government agencies at the most senior levels to develop working relationships, procedures and policies. Provides advice to the AFOSI Squadron Commander and leadership with assigned responsibilities for planning, developing, advising, coordinating, implementing and analyzing the inter-agency relations programs for the squadron and it’s subordinate detachments at Osan AB, Kunsan AB, and at USAG-Yongsan. Serves as the principle AFOSI advisor and facilitation for all operational liaison activates and protocol involving contact and relationship building between AFOSI and ROK leaders within ROK military and civilian Intelligence, Security and LE agencies in furtherance of the ROK-US alliance. Employee exercises a significant degree of independence in determining operational courses to action, identification and development of contacts, and proper methodologies in satisfying liaison requirements. In a confident manner, interacts regularly and routinely with Flag Rank Officers, executive level civilian and senior key leaders and operators within ROK Intelligence, Security and LE agencies to plan, discuss and coordinate operational and protocol activities between U.S. and ROK agencies. Serves as the senior interpreter/translator for AFOPSI. Performs oral translation from English into Korean and vice versa, of speeches and discussions at liaison functions, meetings conferences and ceremonies. These services include, but are not limited to, interpretation at meetings, conferences and liaison functions, translation of communications such as letters, memorandums, agreements, printed and published materials of interest, laws and regulations between AFOSI and other elements of the Command and ROK agencies and individuals. Is responsible for the accurate and rapid translation of spoken and written communications from or into English and Korean characters (Hangul), mixed Korean and Chinese characters (Hanmun), or phonetics as required. Reviews translations and, if necessary, retranslates documents translated by other organizations. Must possess excellent Korean and English language skills. Precise and accurate oral and written translations from one language to the other is essential and mandatory. Leads planning efforts for distinguished visitors being received by the 5th Field Investigative Squadron or its subordinate units as well as protective service operations of US and foreign dignitaries including the Secretary of the Air Force, Secretary of Defense, Chief of Staff of the USAF, and others. Participates as a member of protective service details for US and foreign dignitaries. Works with AFOSI higher headquarters on all aspects of coordinating these visits and works appropriately with senior local and national counterparts as well as local protocol offices. In addition to being a government purchase card cardholder, tracks all budgets for the 5th Field Investigative Squadron and its subordinate units. Tracks the spending of all government purchase card accounts and ensures that money is being spent at an appropriate rate. Attending Wing and numbered air force-level meetings in regards to financial budgeting to ensure AFOSI needs are met. Tracks and builds unfunded requests. Keeps 4 FIS Commander up-to-date on spend status of GPC accounts and AFOSI contingency funds on a weekly basis using Powerpoint slides. Participates in ROK/US combined and joint exercises as a controller and/or player. This involves practicing the Ability to Survive and Operate (ATSO), which includes wearing chemical warfare suits and gas masks for an extended period of time. Must be able to assess, recruit, train and support exercise role players. This requires the incumbent to exercise a high degree of autonomy. Responsible to coordinate exercise plan with appropriate ROK agencies. During contingency operations, assists US Special Agents on tactical interrogations of enemy prisoners, defectors, repatriates and other sources of information that satisfy levied requirements. Also assists in meeting with official counterparts and unofficial sources to obtain sensitive threat information during contingency operations. Analyzes and evaluates information during questioning, debriefings and interviews in order to immediately identify any force protection, counterintelligence or counterespionage information that affects the wartime environment. Performs other related duties as assigned.
OTHER SIGNIFICANT FACTS: This position is contingency-Essential. Requires annual chemical warfare training and weapons qualification. Requires a Limited Access Authority (LAA) clearance – if this clearance is denied, employee will not be able to maintain his/her position working with AFOSI. Requires a periodic polygraph examination – if this clearance is denied, employee will not be able to maintain his/her position working with AFOSI. Requires intermediate computer skills with a working knowledge of Microsoft Word, PowerPoint, and Excel. Must be comfortable using technology, such as smartphones, their associated applications, and GPS devices. Subject to work irregular tours of duty, including holidays, weekends, and nighttime. Must have the ability to train on firearms and use them if necessary. Must meet AFOSI physical standards. Required to operate US Government motor vehicle. Must obtain/maintain valid Korean drivers’ license, and be a proficient driver both in the daytime and nighttime-if the employee cannot maintain a valid driver’s license, employee will not be able to maintain their position working with AFOSI. Must be fluent in the English language (verbal and written). Temporary duty assignments and travel throughout the Republic of Korea is required. Requires occasional overseas TDY and possible travel on military aircraft.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE: One (1) year of specialized experience at grade level of KGS-09 or equivalent.
SPECIALIZED EXPERIENCE: Experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Three full years of progressively higher level graduate education or completed doctorate course or a doctorate degree in an appropriated field is qualifying for KGS-11 level.
TRANSCRIPTS ARE REQUIRED IF USING EDUCATION AS SUBSTITUTION FOR SPECIALIZED EXPERIENCE. COURSES MUST BE DIRECTLY RELATED TO THE WORK OF THE POSITION.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 540 and higher or the Test of English for International Communication (TOEIC) score of 750 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Knowledge of organization, major issues, program goals, mission, functions, administrative operations of the AFOSI.
b. Skill in translating to read and understand the material in one language and transfer the material into the second language. Skill in writing to compose a statement that is clear to the audience, and accurately reflects the intent and meaning of original material.
c. Knowledge of organizational management functions in order to plan, organize, and direct the functions.
d. Ability to communicate both verbally and in writing, as well as work in a professional manner with ROK military and government officials and military officials etc.
CONTINGENCY-ESSENTIAL(C-E) POSITION: This position has been designated as Contingency-Essential (C-E).
A C-E employee will participate in base exercises equipped with the chemical warfare defense equipment. Selected candidate is required to sign an agreement, Korean Employee Contingency-Essential Position Agreement (USFK Form 200EK) and must be completed physical requirements test before effective date of appointment.
