KOREAN NATIONAL POSITION
CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Criminal Investigator, KGS-1811-09
SALARY: Between 24012 – 34760 won per hour (Total hourly compensation when quarterly bonuses are included.)
DUTY LOCATION: 51st Security Forces Squadron, Intelligence Operations, Osan AB.
AREA OF CONSIDERATION: All current employees assigned with United States Air Force, Korea (USAFK).

NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by the management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Conducts investigations of crimes and complaints covering a wide range of subjects and allegations that are not within the scope of Air Force Office of Special Investigations (AFOSI), as determined by the Security Forces Squadron (SFS) and AFOSI detachment commanders and described in Air Force Instruction 31-206, Security Forces Investigations Programs. Complaints range from simple inquiries to incidents/complaints requiring investigations that are relatively short in duration and end with the detention of a suspect. Interviews personnel and collects data while conducting formal investigations and inquiries into criminal acts such as assaults, major vehicle accidents, larceny of and/or damage to government and private property, minor drug offenses, pay and allowance matters, misdemeanor offenses involving misuse of government computers, black marketing and other incidents as directed by competent authority. Conduct interviews of Host Nation witnesses and/or offenders. Translates from Korean into English and vice versa. Determines the proper course of action and plans, coordinates, initiates, and takes actions necessary to resolve the complaint or inquiry. Adapts investigative methods, techniques, and procedures to specific cases. Investigations involve searching crime scenes for clues, interviewing witnesses, following leads, and locating and detaining suspects. Collects, tags, logs, analyze, evaluates, and store evidence. Conducts surveillance operations on a spot-check basis or as a result of information received indicating possible unlawful activities. Prepares reports of investigation in accordance with appropriate guidelines; also assembles and forwards reports of investigation for higher headquarters review. Processes complaints and inquiries from origination through case closure and maintains case files as appropriate. Serves as interpreter and translator of statements given by witnesses and offenders requiring the exact restatement of testimony from English into Korean and vice versa. Testifies at trials, hearings, councils, tribunals, and other reviews and inquiries. Prepares summaries of testimony when appropriate, including the preparation of all letters, messages, memoranda, and briefings, with accompanying visual aids. May close our cases AFOSI determines do not warrant further AFOSI investigation. Serves as liaison to, coordinates with, and assists other investigating agencies to include Korean National Police, Immigration Office, and other military/police agencies on issues concerning investigations affecting the base. When authorized, provides investigative assistance to AFOSI on matters in AFOSI’s Jurisdiction. These assignments may involve antiterrorism, force protection, law enforcement, resource protection, and crime prevention. Conducts Background checks of Host National Personnel as required. Performs other duties as assigned by competent authority.
OTHER SIGNIFICANT ACTIVITIES:
Physical Demands: The work requires recurring physical exertion such as long periods of standing, squatting, walking, bending, stooping, reaching, and similar activities when engaged in surveillance assignments or searching facilities, vehicles, containers, etc. The work may regularly involve lifting and carrying moderately heavy objects weighing 50 pounds or less when seizing items of evidence and taking custody of found property. Some positions may require common physical characteristics and abilities in agility and dexterity and the strength to pursue, apprehend, and detain uncooperative suspects. This position will require employee to work irregular tours of duty and will be required to wear the Airman Battle Uniform (ABU), Individual Protective Equipment (IPE), and Chemical Protective Overgarment (CPO) during contingency and emergency operations, during operational readiness exercises, and as dictated by wing leadership.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE: One (1) year of specialized experience at grade level of KGS-07 or equivalent.
SPECIALIZED EXPERIENCE: Experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Master's or equivalent graduate degree related to position is qualifying for KGS-09 level.
TRANSCRIPTS ARE REQUIRED IF USING EDUCATION AS SUBSTITUTION FOR SPECIALIZED EXPERIENCE. COURSES MUST BE DIRECTLY RELATED TO THE WORK OF THE POSITION.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 540 and higher or the Test of English for International Communication (TOEIC) score of 750 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the position:

Knowledge of the criminal, fraud, and counterintelligence mission of the detachment to perform a wide variety of investigative administrative work.

Skill in planning and conducting interviews, inspections, and investigations

Knowledge of authorized and legal investigative techniques utilized to conduct investigations.

Knowledge of ROK laws, especially criminal laws, SOFA and US and ROK criminal and law enforcement policies and procedures.

Ability to research, interpret, analyze, and apply regulations, policies, and directives pertaining to investigation programs.

Ability to communicate fluently in the English language (verbal and written).
CONTINGENCY-ESSENTIAL(C-E) POSITION: This position has been designated as Contingency-Essential (C-E).
A C-E employee will participate in base exercises equipped with the chemical warfare defense equipment. Selected candidate is required to sign an agreement, Korean Employee Contingency-Essential Position Agreement (USFK Form 200EK) and must be completed physical requirements test before effective date of appointment.
