KOREAN NATIONAL POSITION
CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Engineering Technician, KGS-0802-09
SALARY: Between 24012 – 34760 won per hour (Total hourly compensation when quarterly bonuses are included)
DUTY LOCATION: 51st Civil Engineering Squadron, Engineering Flight, Osan AB.
AREA OF CONSIDERATION: All current USFK employees (Priority Group 5).
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Performs a variety of nonprofessional technical work in engineering fields in support of engineer to professional engineering work either requiring (1) a practical knowledge of procedures and techniques based on engineering principles and skills in applying these procedures or (2) a practical knowledge of engineering functions applicable a to a narrow, limited range of activity. Work may include engineering material testing, construction surveying, engineering calculation, cost estimating, specification writing, engineering research, coordination with and/or surveillance over engineering work, or construction and maintenance projects for technical accuracy; or design of conventional type structures, systems and facilities of construction, alteration, repair or modification. Uses computers/computer software such as information management programs, computer aided design and drafting (CADD) programs, and project tracking programs to solve engineering problems and facilitate work. Assist engineer to prepare/review designs and transfer review commands to ProjNet DrChecks system. Assist to update project status into Automated Civil Engineer System Project Management (ACES-PM) and Automated Business Service System (ABSS). Works as a member of design team and assist project manager/designer. Obtain for the project designer all pertaining as-built drawings from the record files. Conduct proper preliminary and final surveys of the project site in accordance with accepted engineering practices. Maintain and safeguard design documents and red-lined review sheets developed during the design phase. Ensure as-build drawings are correctly field and numbered. Coordinate with all reviewing agencies for signature approval. Reproduce and forward the appropriate number of copies of as –built drawings to customers. Performs assigned duties, where precedents are numerous and do not involve deviation from established engineering standards or practices. Performs COR (Contracting Officer’s Representative) responsibilities and prepares purchasing request (AF Form 9 & MIPR) and contract packages to Contracting Office for small O&M (Operation & Maintenance) projects, UFR(Unfunded Requirement) project, Geobase Equipment purchases and other contract related documentation necessary. Prepares simple modification packages along with engineer’s recommendation. Reviews and approves contractor’s invoices. Performs other duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE: One year of specialized experience at grade level of KGS-08 or one year of specialized experience at grade level of KGS-07 if there is no position that one grade lower than the position being filled within the Agency.
SPECIALIZED EXPERIENCE: Progressively responsible technical experience in the specialty field in which the duties of the position are to be performed or in closely related lines of work. This experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, the specialized experience must have been equivalent to at least the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Education cannot be substituted for any experience requirement above the KGS-05 level.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 540 and higher or the Test of English for International Communication (TOEIC) score of 750 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s):
To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:

General and practical knowledge of engineering concepts, methods, principles, practices, and techniques; familiarity with engineering disciplines.

Knowledge of analytical and diagnostic methods, procedures, and principles and surveying methods, equipment, and techniques of measurements to identify project requirements.

Ability to plan and record site/facility surveys and inspections
-
Ability to use computer software such as information management programs, CADD programs, and project tracking programs to solve engineering problems and facilitate work.

Knowledge of standard contracting regulations, practices, and procedures to perform COR responsibilities.

Must have an excellent command of English language to include fluency in reading, writing, and speaking.
