KOREAN NATIONAL POSITION
CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE AND GRADE: Library Technician, KGS-1411-05
SALARY: Between 16227 - 23262 won per hour (Total hourly compensation when quarterly bonuses are included)
DUTY LOCATION: 51st Force Support Sq., Library, Osan AB
AREA OF CONSIDERATION: All current employees assigned with United States Air Force, Korea (USAFK).
(Priority Group 5)
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Performs circulation desk duties including charging and discharging library materials (books, recordings, magazines, etc.). Explains library lending rules and procedures when registering new borrowers. Performs limited “ready reference” by answering factual questions involving use of selected basic reference tools, such as dictionaries, almanacs, encyclopedias, etc. Use advanced features of word processing and spreadsheet applications to prepare, format, and edit letters, reports, tables, graphs and charts on library statistical and qualitative data. Receives and transmits electronic mail regarding library operations. Maintains automated catalog and shelf list card files. Monitors the excess list, prepares documents and packs excess books for document to other library having need of them. Prepares report form(s) to account for withdrawal and disposition of the McNaughton books. Performs descriptive and copy cataloging of all audiovisual materials for which catalog records are not available. Imports and uploads the cataloging records into SIRSI database and processes videos, CDs, and audiobooks following established procedures for patron check-out. Maintains on-order files for McNaughton rental contracts. Process incoming materials and verify against the on-order files, and identify items lost, damaged or destroyed. Assists in preparing notices for overdue library materials. Creates and runs queries of SIRSI cataloging system and produces reports and overdue notices. Issues overdue notices through military postal system and/or electronic mail. Contracts patrons by telephone regarding overdue materials. Performs other duties as assigned.
OTHER SIGNIFICANT FACTS: Position is subject to working rotating shifts including nights, weekends, and holidays.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE: One (1) year of specialized experience at grade level of KGS-04 or equivalent.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successfully completed education of four years above the high school level in a ROKG authorized or recognized university may be substituted for the experience required at grade KGS-05 level.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 60 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 430 and higher the Test of English for International Communication (TOEIC) score of 450 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:

Knowledge of general library systems and procedures and basic word processing functions, clerical practices and procedures.

Ability to use electronic databases and computer software applications.

Ability to communicate effectively orally and in writing.
