CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Air Traffic Assistant, KGS-2154-05/06/07
SALARY: KGS-05: Between 16227 – 23262 won per hour
KGS-06: Between 18230 – 26221 won per hour
KGS-07: Between 20209 – 29144 won per hour
(Total hourly compensation when quarterly bonuses are included)
DUTY LOCATION: 51st Operations Support Squadron, Airfield Operations Flight, Osan AB.
AREA OF CONSIDERATION: All current employees assigned with United States Air Forces, Korea (USAFK).
(Priority Group 5)
NOTE: Target grade of this position is KGS-07. If the position is filled at the lower grade than target grade, the incumbent may be promoted to the target grade non-competitively upon satisfactory completion of the job requirements, recommendation by the supervisor, and subject to meeting time-in-grade and qualification. Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: The purpose of this position is to serve as Air Traffic Assistant, in which capacity, the incumbent maintains situational awareness of airfield activities and overall responsibility for Airfield Management Operation section while on duty, serves as the Airfield Manager’s representative during emergency response situations, assesses airfield operations and situations, determines operational requirements and imposes airfield restrictions as needed (e.g., closing or suspending operations on aprons, taxiways and runways), briefing Airfield Management personnel on emergency and operational activities, conducting and documenting a shift change briefing prior to signing off-duty, and conducting airfield inspections and checks. Processes domestic and international flight plans compliance with US Air Force (USAF), Federal Aviation Administration (FAA) and International Civil Aviation Organization (ICAO) directives; recommends changes to flight plan as appropriate. Briefs aircrews on status of; current Notices to Airmen (NOTAMS) and Airmen Advisories (AIRADS), navigational aids, restricted areas, radio frequency changes, airfield status, terrain obstructions, airfield construction activities, hazards, and other pertinent information necessary to accomplish the flight safely. Updates airfield status board as required. Coordinates and processes Prior Permission Requests (PPR). Reviews special mission requirements and requests with aircrews so the flight may be properly coordinated with Air Traffic Control (ATC) and aircraft servicing agencies. Interprets USAF requirements for Republic of Korea military aircrews. Maintains the Flight Planning Room, including Flight Information Publications (FLIPS), maps, charts and displays in a current status. Uses pilot-to-dispatcher (PTD) radio to communicates with and provide assistance to airborne aircrews on flight information, message, special requests and other data affecting the flight. Process airborne flight plan changes and relays requests to the appropriate ATC agencies as required. Activates secondary crash network (SCN) phone to disseminate information on aircraft accidents, in-flight and ground emergencies, and other significant events adversely affecting airfield and flight operations. Notifies appropriate base agencies when an emergency, adverse weather, unsafe condition or restrictive unsafe condition affecting the airfield or flight operations exists; issues NOTAMSs and takes corrective action as necessary. Enters and acknowledges flight plan and notification message information via host nation Korean Flight Data Terminal (FDT), US internet based system, or phone lines with the appropriate ATC agencies. Operates PTD radio to communicate with on-ground and airborne aircraft. Provides liaison/language interpretation and safety briefings for contractors working on the airfield. Inspects airfield daily for flying safety hazards including; foreign object damage/debris (FOD) materials, deteriorating pavements, deteriorated markings, signage discrepancies, lighting deficiencies, violations of lateral clearance criteria, grass height, bird activity, breaches of airfield security fences and grates, any hazards to landing, take-off, taxing or parking aircraft. Directly supervises and evaluates the activities of military/civilian Airfield Management (AM) Operations Coordinators, (AFSC 1C7X1, E-4 and below, KGS-2154-05/06 equivalent). Directly supervises 51 CES airfield snow removal supervisor and team when removal operations are in affect. Provides on-the-job (OJT) training to airmen personnel on all facets of the Airfield Management career field not covered in their formal OJT training, with a focus on local position certification training requirements. Performs other related duties as assigned.
OTHER SIGNIFICANT FACTS: During other than normal duty hours, the incumbent is, until properly relieved, the sole representative of the Airfield Manager and the Operations Group Commander. The incumbent is essential to airfield operations and as such, not subject to release from duty for weather or other releases where non essential civilian may leave their place of work when directed by supervision. During these releases the incumbent will remain unless properly relieved by a military member. Further, the incumbent will report to duty unless directed by Airfield Manager or her/his designated representative. Manner of duty accomplishment reflects on overall flight operations and flying safety. Failure to perform properly could cause loss of life or property, resulting in adverse publicity to the base, USAF and United States Government. The incumbent must have a good knowledge of the characteristics that affect aircraft flights. This includes the ability to interpret weather information and detect conditions that affect flight safety; knowledge of pilot procedures and airfield conditions regardless or aircraft destination; and knowledge of proper communication procedures and operation of electronic equipment. Personal contacts are with all levels of flying personnel, distinguished visitors, and other agency personnel. The exercise of good judgment, tact and discretion is required in all personal contacts. Incumbent works all shifts to provide 24-hour, seven days a week service. Motor vehicle license required. Military airfield driver’s license is required. Must not have any color vision deficiencies. Restricted area badge is required.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE:
KGS-05: One year of specialized experience at grade level of KGS-04 or equivalent.
KGS-06: One year of specialized experience at grade level of KGS-05 or equivalent.
KGS-07: One year of specialized experience at grade level of KGS-06 or equivalent.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
1. Successfully completed education of four years above the high school level in a ROKG authorized or recognized university may be substituted for the experience required at grade KGS-05.
2. Education cannot be substituted above the KGS-05 level
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 70 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 509 and higher the Test of English for International Communication (TOEIC) score of 650 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:

Knowledge of the DOD, USAF, FAA and ICAO air traffic system laws, rules, regulations, and procedures, aircraft characteristics and airfield criteria, and flight planning information systems.

Knowledge of the procedures related to flight handling, routing, airways and airspace structures, and the relationship and coordination required between flight service and other components of the air traffic system.

Knowledge of proper communications procedures and operation of electronic equipment.

Ability to act decisively in emergency situations.

Ability to effectively communicate both orally and in writing.
