KOREAN NATIONAL POSITION
CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Air Transportation Assistant, KGS-2102-06
SALARY: Between 18230 – 26221 won per hour (Total hourly compensation when quarterly bonuses are included)
DUTY LOCATION: 731st Air Mobility Squadron/TROKC, Osan AB
AREA OF CONSIDERATION: All current employees assigned with United States Air Forces, Korea (USAFK).
(Priority Group 5)
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Performs a broad range of cargo processing duties. Processes inbound and outbound air/ground transportation shipments and documentation IAW regulations, instructions and technical orders. Inspects condition of cargo and if required process, and prepare reports of pilferage, damage or short/over shipments. Computes center of balance for multi-pallet trains, rolling stock and outsize cargo. Works as part of a crew in consolidating cargo shipments and assembling/completing outbound 463L aircraft pallets, pallet trains and rolling stock, and loose cargo for air transportation. Breaks down and processes terminating 463L aircraft pallets, multi-pallet trains, rolling stock, and loose cargo for onward movement via commercial or military trucks. Handles dangerous/hazardous cargo, including various categories of explosive, radioactive materials, toxic materials, acids, and compresses gases. As a member of a team, assists in pushing pallets weighing up to 10,000 pounds from K-loader into aircraft or vice versa. Serves as Primary Pallet and Net Manager. Responsible for proper storage, inspection, and handling of 463L assets to include pallet side/top nets, 463L pallets, chains, devices, straps, couplers, and pallet covers (plastic, fabricated). Performs weekly asset inventories and prepares/submits reports as required. Responds to all higher headquarter tasking to include the preparation and shipment of serviceable and non-serviceable assets IAW AMCI 24-101 Vol. 13, other applicable regulations, instruction and technical orders. Serves as Primary Test, Measurement & Diagnostic Equipment (TMDE) Manager. Performs weekly weight scale inventories and prepares/submits reports as required. Schedules and documents weight scale calibration/inspection actions with appropriate agencies (Military/Contractor) as required by regulation, instructions or technical orders. Coordinates requirement and processes requests for replacement and re-assignment of operation weight scales. Coordinates requirement and processes disposition actions for un-serviceable weight scales. Maintains records and documents actions. Uses computer terminal, optical readers, bar code wands, scanners, etc. to input nomenclature and description of changes. Enters or retrieves data via a computer terminal into or from an automated warehouse record system. Processes material received without documentation by obtaining and inputting required information into automated system. Performs manual processing and documentation procedures as required during exercises, tests, and power outages as required. Perform vehicle/material handling equipment (MHE) inspections/operator care using AF Form 1800 and/or applicable Technical Orders (T.O.) when required. Operates 4K-10K Electric/Fuel Powered Standard Forklifts, Electric/Manual Hand Trucks, 4K Warehouse Tugs and General Purposes Vehicles. Performs other duties as assigned.
OTHER SIGNIFICANT FACTS: Ability to operate computer programs (Microsoft Office Products, Global Air Transportation Execution System (GATES), etc.) Demonstrate the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the positon. Duty hours are flexible, Worker will be available whenever there are flight operations need to be supported. Work may require continuous driving, standing, walking, bending, lifting (up to 100 lbs.) and carrying items. Work can be outside under all weather conditions; the wear of provided uniform and safety gear (gloves, hearing protection, steel toe boots, etc.) is required to follow Air Force, Osan Air Base, and squadron safety requirements; equipment will be marked in accordance with instructions. This positon is contingency-essential (C-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the C-E duties until relived by proper authority. The incumbent, or the designated alternate, may be required to take part in readiness exercises. This positon cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. The meets the criteria of a C-E positon and required that the incumbent, or designated alternate, be removed from any military recall status.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE: One year of specialized experience at grade level of KGS-05 or equivalent.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Education cannot be substituted above the KGS-05 level.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 70 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 509 and higher the Test of English for International Communication (TOEIC) score of 650 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:

Knowledge of air transportation regulation, instructions and condition of cargo, shipment, including various categories of explosives, radioactive materials, toxic materials, acids, and compresses gases.

Ability to prepare reports and mail movement documents via a computer terminal into or from an automated warehouse record system.

Skill and ability to use personal computer and applicable software such as Global Air Transportation Execution System.

Ability to operate proper vehicle/material handling equipment (MHE), 4K-10K electric/fuel powered standard forklift, manual hand trucks, 4K warehouse tugs and general purpose vehicles.

Ability to communicate effectively orally and in writing.
CONTINGENCY-ESSENTIAL(C-E) POSITION: This position has been designated as Contingency-Essential (C-E).
A C-E employee will participate in base exercises equipped with the chemical warfare defense equipment. Selected candidate is required to sign an agreement, Korean Employee Contingency-Essential Position Agreement (USFK Form 200EK) and must be completed physical requirements test before effective date of appointment.
