KOREAN NATIONAL POSITION
CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Transportation Assistant (Passenger), KGS-2102-05
SALARY: Between 16227 – 23262 won per hour (Total hourly compensation when quarterly bonuses are included)
DUTY LOCATION: 731st Air Mobility Squadron/TROP, Osan AB.
AREA OF CONSIDERATION: All current employees assigned with United States Air Forces, Korea (USAFK).
(Priority Group 5)
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Performs and coordinates passenger flight functions to include: coordinates within the passenger terminal with up or down-line stations when necessary and answer phone calls of potential customers. Be well versed on all applicable Air Mobility Command Instructions, DoD Regulations and review Passenger Policy Update messages located on the AMC/A4 website. Determines passenger travel eligibility in accordance with DoD 4515.13R Air Transportation Eligibility and the Foreign clearance Guide. Maintains Space-Required and Space-Available passenger stand-by listings. Verifies transportation authorizations for passengers and determine transportation priorities for travel. Provides information, and applicable briefings, to passengers while maintaining excellence in customer service. Enforces Force Protection requirements throughout the terminal, to include implementing Quick Reaction Checklists, physical terminal security, and duress alarm testing. Acts as a liaison/translator between military personnel and republic of Korea immigrations/Customs to resolve any issues that may arise concerning passengers arriving or departing South Korea. Provides information/answers to recurring questions regarding what kind of paperwork is required for foreign travel (i.e. passport, visas, medical, or security clearances). Due to the number of guidelines or diverse circumstances of individual actions, incumbent must use sound judgment to identify and select the appropriate references and procedures for each phase of identified process, question, or condition that develops. Flight controller duties entail the following: accomplishes flight setup. Ensures seat maps are received and forwarded for all passenger missions. Check PAX identification, collect travel orders and file IAW instructions, and prepare and issue boarding passes. Ensures funds are handled and accounted for in accordance with established instructions. Weight/tag baggage for the correct destination and verify dimensions; generates GATES manifests and manual manifests using the DD Form 2131 or other acceptable means, assign line numbers, and closes out flights. Operates metal detecting and X-ray equipment, hand-held magnetometers, and perform anti-hijacking inspections of passengers and checked/hand carried baggage. Performs vehicle inspections/operator care using an AF Form 1800 for General Purpose vehicles. Operates General Purpose vehicles (up to 9 passenger van) to transport passengers and baggage to/from aircraft. Performs other related duties as required to include performing general housekeeping when required.
OTHER SIGNIFICANT FACT: Work may require continuous driving, standing, walking, bending, lifting (up to 100 lbs.) and carrying items. Duty hours are flexible, worker will be available whenever flight operations need to be supported; Work can be outside under all weather conditions; the wear of provided uniform and safety gear (gloves, hearing protection, steel toe boots, etc.) is required to follow Air Force, Osan Air Base, and squadron safety requirements; equipment will be marked in accordance with instructions.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE: One (1) year of specialized experience at grade level of KGS-04 or equivalent.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successfully completed education of four years above the high school level in a ROKG authorized or recognized university may be substituted for the experience required at grade KGS-05 level.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 60 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 430 and higher the Test of English for International Communication (TOEIC) score of 450 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:

Knowledge of variety of passenger’s service functions and Air Mobility Command instructions, DoD regulations and passenger policy.

Ability to use the Global Air Transportation Execution System manual procedures.

Ability to operate general purpose vehicles (up to 9 passenger van) to transport passengers and baggage to/from aircraft.
Ability to read, writes, speak and understand English.
