KOREAN NATIONAL POSITION
CIVILIAN PERSONNEL OFFICE OSAN AIR BASE

POSITION TITLE & GRADE: Meteorologist, KGS-1340-11
SALARY: Between 27657 –40145 won per hour (Total hourly compensation when quarterly bonuses are included.)
DUTY LOCATION: 607th Weather Squadron, Theater Forecast Unit, Yongsan AIN, Korea
AREA OF CONSIDERATION: All current USFK employees (Priority Group 5). All registrants on the area reemployment priority list (ARPL) (Priority Group 6). Family members of US military and civilian employees of an agency of the United States whose duty station located in Korea (Priority Group 7). Outside Korean National Applicant (Priority Group 8 & 9).
NOTE: This is an anticipated vacancy announcement. Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: This position is in the Theater Forecast Unit, 607th Weather Squadron, Yongsan AIN or in its emergency designated location. The unit mission is to provide meteorological service to the Commander in Chief (CINC) and Staff, the United Nations Command (UNC), Combined Forces Command (CFC), the United States Forces Korea (USFK), the Eight United States Army (EUSA), US Navy Seventh Fleet, the American Forces Korea Network (AFKN) and all US weather unites with a mission in Korea. The purpose of this position is to perform timely analyses on a wide variety of meteorological data, prepare operational weather forecasts for the entire Republic of Korea (ROK), perform observing duties when required, assist the 607th Weather Squadron staff in liaison functions with indigenous weather services and develop unique forecasting techniques and procedures applicable to the Korean Peninsula. Develops forecasts for the entire ROK and adjacent waters for both long and short range periods. Produces forecasts for all locations used by aviation units. Prepares forecasts for use on AFKN radio and television untwork. Provides forecasts and outlooks for Army ground operations, air mobile operations and special exercises. Issues mission control and planning forecasts for air refueling, landing zones, drop zones, low level bombing routes, and chemical downwind requirements. Issued forecasts for gunnery ranges, and cloud and visibility forecasts for the entire Korean peninsula. Operates PUP (WSR-88D) weather radar. Interprets radar products and passes information on radar detectable weather to pilots and other users. Maintains a radar watch of severe weather signatures and issues advisories when severe weather is detected. Issues Weather warning, Advisories, Area weather Watches and Flight Hazard Bulletins to the CFC Command Center Seoul, EUSA Command, Army Flight Operations Center for Army Installations, and flying areas in the ROK. Evaluates impact of tropical storms and typhoons affecting the ROK, advising the CFC Command Center of expected typhoon conditions for all location in the ROK. Prepares and presents technical seminars concerning forecasts techniques and instructs less experienced forecasters on local weather problems. Prepares climatologically studies for use by Army agencies. Conducts tropical cyclone and daily weather conference calls. Monitors forecast products in the unit Quality Control Program. Collects data identifies problem areas, and suggests solutions for problems in various forecast products. Maintains personal contact with key members of the ROKAF 73rd Weather Group, and the Central Observatory of the Korean Meteorological Administration. Obtains climatologically information from these agencies and coordinates with them on special operational forecasts. Operates meteorological, communication, and related equipment including the Automated Weather Distribution system; observes weather elements; makes instruments evaluation; and encodes record, and disseminates surface weather observations. Processes weather data and posts to designated data systems. Performs other duties as assigned.
OTHER SIGNIFICANT FACTS: The incumbent will be required to work rotating shifts and irregular hours on any day of week and be subject to call at any time in order to provide 24-hour weather service; this may include working overtime and holiday hours. May be asked to work periodically in temporary duty at other 607th Weather Squadron locations, including Seoul AB (K-16) and to attend TDY special training courses related to special or new meteorological techniques. A college degree in meteorology is proffered. Specialized meteorological and technical training and extensive experience in operational forecasting required.
MINIMUM QUALIFICATION REQUIREMENTS:
Basic Requirements: Successful completion of a full 4 year of study in an accredited college or university leading to a bachelor’s degree with appropriate license or certification in the occupation.
In addition to meeting the basic entry qualification requirements above, you must also have:
One (1) year of professional experience equivalent to KGS-09 or three (3) full years of progressively higher level graduate education leading to a doctoral degree in a field related to the position.
TRANSCRIPTS ARE REQUIRED IF USING EDUCATION AS SUBSTITUTION FOR SPECIALIZED EXPERIENCE. COURSES MUST BE DIRECTLY RELATED TO THE WORK OF THE POSITION.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 540 and higher or the Test of English for International Communication (TOEIC) score of 750 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the position:

Knowledge of a wide range of meteorological methods, processes, techniques and practices.

Ability to operate PUP weather rater and interprets radar products and passes information on radar detectable weather to pilots and other users.
Fluency in both written and spoken English is required.
