CIVILIAN PERSONNEL OFFICE OSAN AIR BASE

POSITION TITLE & GRADE: Liaison Officer, KGS-0301-09/11
SALARY: KGS-09: Between 24012 – 34760 won per hour
KGS-11: Between 27657 – 40145 won per hour
(Total hourly compensation when quarterly bonuses are included.)
DUTY LOCATION: 607th Air Support Operations Group (ASOG), Commanders Support Staff, Osan AB.
AREA OF CONSIDERATION: All current USFK employees (Priority Group 5). All registrants on the area reemployment priority list (ARPL) (Priority Group 6). Family members of US military and civilian employees of an agency of the United States whose duty station located in Korea (Priority Group 7). Outside Korean National Applicant (Priority Group 8 & 9).
NOTE: This is an anticipated vacancy announcement. Target grade of this position is KGS-11. If this position is filled at lower grade than target grade, the incumbent may be promoted to the target grade non-competitively upon meeting qualification requirements and recommendation by the supervisor. Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Serves as the Air Force’s chief contact and liaison for Air Component Command’s (ACC) Korea-wide Korean Theater Air Control System (KTACS) with the ACC Staff and as the representative for the 607th Air Support Operations Group, 607th Material Maintenance Squadron (all COBs and MAGNUMs), 604th Air Support Operations Squadron, 607th Weather Squadron and all detachments with ROK military and government forces. Negotiates legal procedures and jurisdiction pertaining to air and logistical operations in support of the Korean Theater Air Control System. As the KTACS Liaison Officer, work under the supervision of the 607th ASOG/CC, who is the Senior Air Liaison Officer and commander for all Tactical Air Control Party members assigned in support of air operations plus all US augmentation forces to the ROK. Coordinates activities with interpreters and translators from ACC Plans and Programs (ACC/PJ), and ROKAF Air Force Operations Command (AFOC) to ensure total command staff understanding of warfighting issues. Supports senior officer observers for major combined exercises such as ULCHI FREEDOM GUARDIAN and KEY RESOLVE by interpreting and translating the Joint Universal Lessons Learned (JULLS); working with both English and Korean versions of JULLS program. In this capacity, attends all Headquarters Seventh Air Force combined meetings for senior officers, providing all written and verbal translation/interpretation. Represents the USAF in working and coordinating with ROK officers in the preparation of all briefings relative to JULLIS in preparation for briefings (slids and narrative) for presentation to ACC/CC and CV (USAF and ROKAF). Serves as permanent member of the 607 ASOG Reception and Beddown Site Survey Team responsible for conducting site surveys at locations throughout the Korean peninsula in support of US command and control augmentation forces. This requires the Liaison Officer to travel across the Korean peninsula scouting suitable, operationally and logistically supportable locations for deployed troops and equipment. Provides site data and survey reports at ROKAF bases for both exercises and contingencies. This is in support of Seventh Air Force, 607th Air Support Operations Group employment planning in support of the defense of the Korean Theater. Serves as the official point of contact interpreter with ROK military and government officials for the Commander, 607th Air Support Operations Group, regarding meeting and discussions. Interprets and translates from Korean into English and vice versa at formal and informal conference and meeting which frequently involve classified and sensitive matters, adverse to public opinion reactions. Coordinates with ROK KTACS agencies to explain new PACAF, USFK and ACC planned program, objectives, systems upgrades that will affect both current and future C2 architectures. Advises the 607 ASOG Commander on ROKAF C2 plans, current operations, system capabilities and limitations; provides recommended courses of action to coordinate combined C2 issues. Receives operations and training reports, and briefings from AFOC and ACC Staffs; advises ROKAF counterparts on accuracy of translations and presentations, provides recommendations on courses of action in combined staffing processes. Participates in the reciprocal training between ROK and US Air Forces. Coordinates with the AFOC on behalf of the 607 ASOG on issues involving combined operations and reciprocal training between ROK and USAF. Receives operations and training reports and briefings from AFOC and ACC Staffs; advises ROKAF counterparts on accuracy of translations and presentations, provides recommendations on courses of action in combined staffing processes. Coordinates and conducts discussions and meetings with various ROK military staff agencies concerning US KTACS support throughout the Korean Theater. Prepares and presents the dual language combined staff briefings in Korean and/or English. Interprets/translates at meetings, conferences and working groups. Translations will be of technical information involving tactical air operations, close air support operations, joint terminal attack control operations, war reserve materiel maintenance and Army weather support operations. Performs other related duties as assigned.
OTHER SIGNIFICANT FACTS: Incumbent must be capable of possessing a SECRET/ROK US security clearance. Incumbent must be trained in the operation of desktop computers. Understand the concept of Windows and Windows-based software applications to include Word, Korean word processing software (Hangul-Word), and ability to type translated correspondence using both Hangul-Word and English Word. In-depth knowledge of Korean history, religion, culture, geography, customs and mores is required. Occasionally requires working other than normal duty hours, deploying to various locations throughout the ROK and working under field conditions. Temporary duty travel and overtime as required for mission accomplishment.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE:
KGS-09: One (1) year of specialized experience at grade level of KGS-07 or equivalent.
KGS-11: One (1) year of specialized experience at grade level of KGS-09 or equivalent.
SPECIALIZED EXPERIENCE: Experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1. Master's or equivalent graduate degree related to position is qualifying for KGS-09 level. 2. Three full years of progressively higher level graduate education or completed doctorate course or a doctorate degree in an appropriated field is qualifying for KGS-11 level.
TRANSCRIPTS ARE REQUIRED IF USING EDUCATION AS SUBSTITUTION FOR SPECIALIZED EXPERIENCE. COURSES MUST BE DIRECTLY RELATED TO THE WORK OF THE POSITION.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 540 and higher or the Test of English for International Communication (TOEIC) score of 750 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Skill in translating to read and understand the material in one language and transfer the material into the second language. Skill in writing to compose a statement that is clear to the audience, and accurately reflects the intent and meaning of original material.
b. Knowledge of the organization’s programs, objectives, and polices.
c. Ability to communicate both verbally and in writing, as well as work in a professional manner with ROK military and government officials and military officials etc.
d. Knowledge of safety and security regulations, practices, and procedures
