POSITION TITLE & GRADE: Clinical Nurse, KGS-0610-05/07/09
SALARY: KGS-05: Between 16227 – 23262 won per hour
KGS-07: Between 20209 – 29144 won per hour
KGS-09: Between 24012 – 34760 won per hour
(Total hourly compensation when quarterly bonuses are included.)
DUTY LOCATION: 51 Medical Operations Squadron, Medical Nursing Unit, Osan AB.
AREA OF CONSIDERATION: All current employees assigned with United States Air Force, Korea (USAFK).
(Priority Group 5)
NOTE: This is an anticipated vacancy announcement. Target grade of this position is KGS-09. If this position is filled at the lower grade than target grade, the incumbent may be promoted to the target grade non-competitively upon satisfactory completion of the job requirements, recommendation by the supervisor, and subject to meeting time-in-grade and qualification. Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Plans and administers nursing care for the shift assigned: Develops and maintains comprehensive nursing care to patients based on the physician’s medical care plan and the physical, mental and emotional needs of the patient. Makes nursing care assignments to medical service technicians according to patient census, complexity of needs and on the basis of individual capabilities. Observes performance and patient interaction of assigned personnel to assure quality and effectiveness of nursing service activities; ensures accurate recording and reporting patients’ symptoms, reactions and progress; corrects any deficiencies, demonstrating proper methods and means of improvement. Administers medications, including narcotics and prescribed intravenous therapy, and provides appropriate nursing care as required. Participates in instruction and rehabilitation of patients and their families; promotes referral of patients and continuity of nursing care through interpretation and use of allied, health care agencies. Performs emergency and lifesaving measures within the scope of care. Order medications for the ward. Cover emergency room during weekends/holidays and dafter duty hours. Participates in managing nursing service activities: Develops or participates in developing a nursing plan to meet the needs of assigned patients. Assists the Nurse Manager in mediating any complaints or problems that occur between the various sections, personnel or patients, performing necessary coordination with allied hospital departments and agencies. Schedules patient’s appointments and consults as requested by the physician with the appropriate departments to facilitate a smooth transition for the patient. Coordinates transfer of patients to other hospitals and ensures continuity of care by providing appropriate medical attendants or participating as needed in transport of patients requiring emergency air evacuation or ground transport. Maintains an environment conducive to the safety of patients, visitors and personnel, evaluating the environment for the safety and reporting hazardous situations or equipment discrepancies to the appropriate person or agency for corrective/remedial actions. Assists in planning and providing continuous learning experiences for assigned personnel; develops and tests new methods of providing quality nursing care; ensure knowledge of current nursing trends through participation in group or individual training, as well as in hospital nursing committee activities. Performs other duties as assigned.
OTHER SIGNIFICANT FACTS: Registered Nursing degree with at least 3 years of clinical experience or international clinic experience within the previous five years is required. Experience in providing general nursing care for all types of patients is mandatory. Must be able to apply principles and acceptable practice of nursing, interpersonal and managerial skills with interest in professional growth. Ability to supervise medical technicians and coordinate with health care providers is required to plan quality patient care. Is required to rotate shifts, working on flexible tours of duty. Exposure to flammable gases and liquids as well as communicable diseases is possible. Is required to participate in Medical Readiness/ Disaster Preparedness Exercises.
MINIMUM QUALIFICATION REQUIREMENTS:
Basic Requirements for KGS-05 Entry Level: Applicants must have completed a three year/four year course of study in a ROKG authorized or recognized college or university in a field related to the job for which being considered and must possess a current nurse license issued by ROKG.
In addition to meeting the basic entry qualification requirements above, you must also have:
KGS-07: One (1) year of professional experience at grade level of KGS-05 or equivalent.
KGS-09: One (1) year of professional experience at grade level of KGS-07 or equivalent.
PROFESSIONAL EXPERIENCE: Experience which required application of the professional theories, scientific principles, and practices in the established profession of the position to be filled. Professional positions require professional, rather than technical knowledge, skills and abilities (KSAs) such as can be gained through intensive college education and training.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1. Successful completion of one full year of progressively higher level graduate education in a field related to the position being filled may be substituted for one year of professional experience required at KGS-07 level. 2. Master's or equivalent graduate degree related to the position being filled may be substituted for one year of professional experience required at KGS-09 level.
TRANSCRIPTS ARE REQUIRED IF USING EDUCATION AS SUBSTITUTION FOR PROFESSIONAL EXPERIENCE. COURSES MUST BE DIRECTLY RELATED TO THE WORK OF THE POSITION.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 540 and higher or the Test of English for International Communication (TOEIC) score of 750 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the position:

Knowledge of professional nursing care theories, principles, practices, and procedures to perform nursing assignments.

Knowledge of a variety of pharmacological agents used in patient treatment, the desired effects, side effects, and complications of their use.

Knowledge of the administrative requirements for proper documentation of patients condition including disease progress, acknowledgement of teaching, and follow up care.

Ability to assess patient care needs, develop nursing care plans, and advise on changes in patient status.
Ability to communicate orally and in writing with a diverse group of individuals.
CONTINGENCY-ESSENTIAL(C-E) POSITION: This position has been designated as Contingency-Essential (C-E).
A C-E employee will participate in base exercises equipped with the chemical warfare defense equipment. Selected candidate is required to sign an agreement, Korean Employee Contingency-Essential Position Agreement (USFK Form 200EK) and must be completed physical requirements test before effective date of appointment.
