CIVILIAN PERSONNEL OFFICE OSAN AIR BASE

POSITION TITLE & GRADE: Civil Engineer, KGS-0810-11
SALARY: Between 26730 – 38788 won per hour (Total hourly compensation when quarterly bonuses are included)
DUTY LOCATION: 607th Materiel Maintenance Squadron, Daegu AB.
AREA OF CONSIDERATION: All current USAFK employees assigned within 607th MMS, Daegu AB.
MAJOR DUTIES: Performs professional civil engineering designs, cost estimate (Materials and labor), and specification relative to the design, construction, inspection, procurement, installation, operation, modification, and/or major repair and maintenance of buildings, airfields, bridges, drainage system, highways, streets and roads, pumping plant, sewage and waste treatment and disposal facilities and water supply, purification and distribution systems and other various structures. Keeps abreast of emerging technologies to ensure programed development will not prematurely become obsolete. Uses computers/computer software such as information management programs, computer aided design and drafting (CADD) programs, and project tracking programs to solve engineering problems and facilitate work. Keeps current in relevant software applications to include Automated Civil Engineer System Project Management (ACES-PM). Conducts pre-design meeting with building user, and other key base agencies (comm, fire, safety, environment as required) to determine requirements and scope of the request. Accomplishes an initial onsite investigation prior to beginning design and makes necessary notes to reflect the current condition and facility layout to aid in the accuracy of the design. Prepares/reviews design for a variety of real property facilities construction projects, determining design criteria, putting together cost estimates and time schedules, preparing Architect & Engineer (A-E) statement of work, etc. Conducts design reviews (such as upon completion of the 30%, 60% and 95% design milestones) with building user and other key base agencies to ensure designs are on track and meet the requirements of the building user. Performs a wide range of engineering duties surrounding O&M functions to encompass the maintenance, repair, upgrade, and operation of a variety of infrastructure facilities and utilities. Serves as Project Manager, overseeing the project from concept design to final construction of assigned projects. Will visit project work sites to ensure the construction contractor is in compliance with plans and specifications, to check on work progress to ensure contractor is meeting scheduled, and to investigate problems encountered by the construction inspectors. Additionally will initiate construction modifications on contracts when required. Maintains files of project plans, specifications, reports, and references. Provides weekly updates to the supervisor. Ensures ACES-PM is updated with correct data from the design inception through construction completion. Reviews and provides comments on designs being accomplished through contract A-E services. Performs other duties as assigned.
OTHER SIGNIFICANT FACTS: Individual will be required to travel in and out of country to various locations in order to attend professional workshops, design meetings, and field work in support of primary duties. Must have experience using computer-aided drafting (CAD) systems, including familiarity with reviewing, editing, and plotting project drawings. Familiarity with geo-referenced documents and information such as GeoBase, and proficiency in geo-reference software such as the ESRI suite including ArcInfo is highly desired. Requirement to translate English to Korean for CE specific issued such as letters, engineering manuals and construction code reference, and project specification for the host nation (ROKAF) engineering staff. Professional registration as either 1st Grade Civil Engineer or higher is desired.
MINIMUM QUALIFICATION REQUIREMENTS:
BASIC REQUIREMENTS: Applicants must hold an engineering degree from a ROKG authorized or recognized college or university in the field of engineering related to the job for which being considered or an engineer license issued by the ROKG in the field related to the job for which being considered.
In addition to meeting the basic requirements above, one (1) year of professional experience equivalent to KGS-09 or three (3) full years of progressively higher level graduate education leading to a doctoral degree in a field related to the position.
PROFESSIONAL EXPERIENCE: Experience which required application of the professional theories, scientific principles, and practices in the established profession of the position to be filled. Professional positions require professional, rather than technical knowledge, skills and abilities (KSAs) such as can be gained through intensive college education and training.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 540 and higher or the Test of English for International communication (TOEIC) score of 750 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the position:

Professional knowledge of multi-discipline engineering concepts, principles, and practices and familiarity with civil engineering

Knowledge of engineering and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; and standard contracting regulations, practices, and procedures

Ability to plan and organize work; analyze, interpret, and apply rules, regulations, and procedures in a variety of situations Knowledge of internal construction standards, preferable DoD construction criteria, U.S. code, regulations and standards.

Must have an excellent command of English language to include fluency in reading, writing and speaking.
