CIVILIAN PERSONNEL OFFICE OSAN AIR BASE

POSITION TITLE & GRADE: General Engineer, KGS-0801-11
SALARY: Between 26730 – 38788 won per hour (Total hourly compensation when quarterly bonuses are included)
DUTY LOCATION: 607th Materiel Maintenance Squadron, Daegu AB.
AREA OF CONSIDERATION: All current USAFK employees assigned within 607th MMS, Daegu AB.
MAJOR DUTIES: Provides professional engineering capability as project engineer, project manager, and contract programmer in the Civil Engineer branch of the 607th Materiel Maintenance Squadron in support of five Collocated Operating Bases (COBs). Responsible to develop, program and execute all civil engineer projects in an operation flight program that includes 5 year Base Maintenance Contract (BMC), valve of $55 million at five Collocated Operating Bases (COBs). Independently performs site visits as necessary for proper project scope determination and proper coordination with all involved agencies. Performs routine inspection visits throughout the duration of active projects. Determines construction method effectiveness and makes recommendations for project changes, as required. Analyzes the impact of field conditions or changes to project scope in terms of budget and schedule changes. Prepares and updates reports that illustrate the schedule and progress of all projects throughout the year. Based on information obtained through the condition evaluation of facilities or minor construction requirements, prepares simplified design and cost estimates on materials, labor and equipment required for the accomplishment of job orders, including repairs and maintenance, and minor construction of various military facilities such as buildings, electrical lighting systems, heating systems, water/sewer lines, septic tanks, air conditioners, water/fuel oil storage tanks, storm drainage systems, bridges, roads, etc. Determines the appropriateness of substitution of material in coordination with material coordinator. Completes Bill of Material and Job Phase Calculations Sheet using engineer Performance Standards, experience, latest supply price list, and other technical manuals. Makes recommendations on change orders to meet job site condition, and conducts follow-up inspections to project sites during progress furnishing technical assistance in solving problems encountered and ensuring by shops for timely accomplishment of in-house or LCS projects. Serves as the liaison between the 607th MMS engineer section and the 411th Contracting Support Bridge, and the host nation (ROKAF) engineering staff to resolve program discrepancies and/or make required adjustments to ensure no negative mission impact from any civil engineer action. The incumbent will be required to make written program modifications to meet dynamic budgetary constraints or expansions. Performs other duties as assigned.
OTHER SIGNIFICANT FACTS: Individual will be required to travel in and out of country to various locations in order to attend professional workshops, design meetings, and field work in support of primary duties. Must have experience using computer-aided drafting (CAD) systems, including familiarity with reviewing, editing, and plotting project drawings. Familiarity with geo-referenced documents and information such as GeoBase, and proficiency in geo-reference software such as the ESRI suite including ArcInfo is highly desired. Requirement to translate English to Korean for CE specific issued such as letters, engineering manuals and construction code reference, and project specification for the host nation (ROKAF) engineering staff. Professional registration as either 1st Grade Civil Engineer or higher is desired.
MINIMUM QUALIFICATION REQUIREMENTS:
BASIC REQUIREMENTS: Applicants must hold an engineering degree from a ROKG authorized or recognized college or university in the field of engineering related to the job for which being considered or an engineer license issued by the ROKG in the field related to the job for which being considered.
In addition to meeting the basic requirements above, one (1) year of professional experience equivalent to KGS-09 or three (3) full years of progressively higher level graduate education leading to a doctoral degree in a field related to the position.
PROFESSIONAL EXPERIENCE: Experience which required application of the professional theories, scientific principles, and practices in the established profession of the position to be filled. Professional positions require professional, rather than technical knowledge, skills and abilities (KSAs) such as can be gained through intensive college education and training.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 540 and higher or the Test of English for International communication (TOEIC) score of 750 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the position:

Professional knowledge of multi-discipline engineering concepts, principles, and practices and familiarity with general engineering.

Knowledge of engineering and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; and standard contracting regulations, practices, and procedures

Ability to plan and organize work; analyze, interpret, and apply rules, regulations, and procedures in a variety of situations.

Knowledge of internal construction standards, preferable DoD construction criteria, U.S. code, regulations and standards.

Must have an excellent command of English language to include fluency in reading, writing and speaking.
