POSITION TITLE & GRADE: Housing Referral Assistant (Facilities Inspector), KGS-0303-06/07
SALARY: KGS-06: Between 17618 – 25335 won per hour
KGS-07: Between 19531 – 28160 won per hour
(Total hourly compensation when quarterly bonuses are included)
DUTY LOCATION: 51st Civil Engineer Squadron, Housing Office, Osan AB.
AREA OF CONSIDERATION: All current USAFK employees assigned within 51st CES, Osan AB.
NOTE: Target grade of this position is KGS-07. If the position is filled at KGS-06, the incumbent may be promoted to the target grade non-competitively upon satisfactory completion of the job requirements, recommendation by the supervisor, and subject to meeting time-in-grade and qualification.
MAJOR DUTIES: Participates in the administration of facilities inspection program. Assigns housing to military accompanied residents; answers referred phone inquiries; records applicant information; processes forms; briefs applicants on policies and procedures; and updates computer data base files. Operates computers to enter, retrieve, and store data. Performs installation housing facilities services, conducts joint resident/management inspections of quarters to evaluate appearance, structural stability, maintenance, and habitability of the units, equipment and facilities. Performs initial, pre-termination, and final occupancy inspections of housing units to identify scope of maintenance and repair to be accomplished between residents. Evaluates information. Drafts reports and answers to correspondence that can be used as the basis for recommendations, interpretations, and decisions by higher level. Housing officials. Ensures negative resident feedback is addressed. Provides advice to supervisors to find ways to improve quality, timeliness, and efficiency of work. The purpose of the work is to schedule, coordinate, and monitor activities related to inspection of housing units to evaluate the need for repairs; surveillance of contractors; and participation in the development of the housing master plan. In addition to facilitating the work of higher-level housing managers, the work affects the adequacy, responsiveness, and accuracy of projects and programs administered by senior housing staff members. The primary contacts are with military applicants and residents, including their dependents. Other contacts are with official from other base organizations, other employees within the section; contractors, and the housing manager. Consistently observes and complies with health, safety, and security directives. Assists in establishing and maintaining housing facilities long-range plan and helps maintain general officer quarters five-year plans, where applicable. Recommend financial forecasting of future expenditures for office use and life cycle of assets associated with military family housing. Complete and maintain housing and occupancy reports/listing for daily operation and supervisor review. Liaison for GOQ/SOQ personnel and staff on issues concerning MFH facilities, able to organize and resolve multiple problems in a timely manner with the standard set by Air Force Common Output Level Standards (AFCOLS). Serves as primary quality evaluator (QAE) for investigates customer complaints regarding contractor work performance. Promptly reports deficiencies when contractor’s performance is unsatisfactory and not I compliance with the requirements specified in the contract. Promptly investigates residents’ allegations and assists in mediating disputes to resolve problems. Ensures that all phases of the contracts are being met and the proper statistics, records, requirements and documentations are maintained. Act as translator between tenants and housekeepers, contractors, maintenance people, coordinate maintenance work orders and perform follow-up inspections of completed tasks for adequacy and assists housing customers handing questions and concerns pertaining to MFH. Plans and coordinates maintenance, improvement and relocation of facilities communications resources. Serves as the supervisor’s representative in all matters pertaining to communication. Uses independent judgement in performing duties in accordance with engineering skills, established policy and management expertise. Uses own initiative as approved by supervisor in the development of projects, making recommendation on modifications. Track and facilitate record keeping and managing for the Government Purchase Card Program. Work with contract purchase of services as required by housing. Manages and provides input for MIPR/MORD accounts and Fiscal Budget Spending Plan; helps leadership has a balance to use the budget accordingly and prepare the lack of mission readiness with financial situation and work process capability. Manage drayage account with financial management office to ensure adequate funding has been projected and loaded for annual requirements. Performs other duties as assigned.
OTHER SIGNIFICANT FACTS:
Work involve frequent travel and inspections in and about Military Family Housing facilities requires some physical exertion while standing for long periods, walking on uneven surfaces, and bending, reaching, or stretching. The work area is usually adequately lighted, heated and ventilated. There are scheduled visits to housing units or facilities where there may be exposure to dirt, dust or other irritants caused by repair or maintenance activities.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE:
KGS-6: One year of specialized experience at grade level of KGS-05 or equivalent.
KGS-7: One year of specialized experience at grade level of KGS-06 or equivalent.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Education cannot be substituted above the KGS-05 level
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 70 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 509 and higher the Test of English for International Communication (TOEIC) score of 650 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:

Knowledge of functions of each facility activity and maintenance procedures of facility equipment within the facilities.

Ability to deal effectively with department involved in discussing proposed engineering modification projects and making arrangements for necessary maintenance and repair operations.

Ability to prepare operations effectively, manage and maintain program.

Ability to operate a motor vehicle while conducting site surveys and inspections.

Ability to use computer software programs (i.e. Word, Excel, Power Point, etc.) utilized to conduct standard business.
Must have an excellent command of English language to include fluency in reading, writing, and speaking.
