CIVILIAN PERSONNEL OFFICE OSAN AIR BASE

POSITION TITLE AND GRADE: Unit Program Coordinator, KGS-0303-06
SALARY: Between 17618 - 25335 won per hour (Total hourly compensation when quarterly bonuses are included)
DUTY LOCATION: 51st Civil Engineer Squadron, Command Section, Osan AB.
AREA OF CONSIDERATION: All current employees assigned with United States Air Force, Korea (USAFK).
(Priority Group 5)
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: To serve as the primary of contact to the squadron for all administrative support programs such as task management, health care program, fitness program, Government Purchase Card program, etc. Also serves as liaison with personnel fights on personnel issues and assists in oversight of organization manpower resource requirements. Performs a variety of technical work and tasks to be performed independently, and acts as the continuity on all squadron administrative functions. Tasks include: Management and control of all forms, records management independently manage and control all incoming squadron correspondence and accurate routing to the respective section within the squadron. Works directly with the Management Assistant to update and keep the squadrons Additional Duty Roster current, updates additional duty letters and is responsible to distribute to agencies electronically and/or by hard copy. Administers programs and serves as the primary source of information for squadron. The incumbent is responsible for the preparation, maintenance, and deposition of administrative reports, and other correspondence IAW records custodian duties. Assists squadron in accomplishing all necessary internal operations to include administrative training, security, development of organizational operating instructions and personnel assistance. Acts as the point of contract for all newly assigned personnel: orients them regarding the basic functions of the organization, introduces them to key personnel and schedule their orientation requirements. Reviews all personnel action requests for both military and civilian to include US and Korean employees, and determines their accuracy and completeness. Personnel actions include recruitment, promotion, transfer, reassignment and retain ability. Also, is required to keep the commander informed on status and progress of personnel via automated management tools. Duties include managing the INTRO and newcomers program. Ensures unit program compliance with regulations, laws, policies, and squadron commander directives. Responsible for programs such as task management, health care, fitness, Government Purchase Card, Drug Demand Reduction, Leave Web, Unit Fitness Program Manager, Records Custodian, etc., identifies and responds to trends of programs and keeps them operating at or above satisfactory levels. Due to the location within the Command section, position must receive calls, greet visitors, and ascertain the nature and timelines of business. Position must maintain and update schedules, calendars, and conference room reservations. Be able to independently ascertain which staff personnel can best meet the needs of a customer or visitor. Acts as an interpreter and translator for the squadron’s correspondence with contractors, vendors, local unit activities, and Republic of Korea Air Force and Army Commanders. Duties include translation of Hangul to English and vice versa. Acts as the liaison for the CES Honorary Commander and Good Neighbor Program (GNP). Advises all GNP related activities. Maintains personal contact and positive relationships will local government official and community business leaders in support of ongoing GNP activities. Responsible for overseeing and managing the GNP in the 51 CES to include preparing and submitting base pass paperwork, monthly GNP reports to the 51 MSG/FW and award submissions for annual USFK GNP awards. Develops, establishes, updates, and maintains office procedures and records/files of various types to ensure effective and efficient operation of the office. Provides advice and guidance to staff in the organization on administrative, clerical, and procedural requirements. Assists other clerical staff in locating and selecting the appropriate guidelines, reference, and procedures for application to specific cases. Updates tracker or suspense files for unclassified documents as required. In accordance with established procedures prepares, consolidates, submits, and maintains time and attendance. Assists in making arrangements for command sponsored events ensuring proper protocol is followed. Requisitions office supplies, printing support, and related materials and services. May be responsible for the receipt, control, logging, and safekeeping of material received. Performs other related duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE: One year of specialized experience at grade level of KGS-05 or equivalent.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Education cannot be substituted above the KGS-05 level.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 70 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 509 and higher the Test of English for International Communication (TOEIC) score of 650 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Knowledge of the organizational and functional responsibilities and operations of an organization.
b. Knowledge of various office automation software programs, tools, and techniques to support office operations and
produce a variety of documents such as letters, reports, spreadsheets, database, and graphs.
c. Ability to plan and organize management programs and functions of an organization.
d. Knowledge of variety of technical task and administrative correspondence.
e. Must have command of the English language, written and spoken fluently.
