CIVILIAN PERSONNEL OFFICE OSAN AIR BASE

POSITION TITLE & GRADE: Accounting Technician, KGS-0525-06
SALARY: Between 17618 – 25335 won per hour (Total hourly compensation when quarterly bonuses are included)
DUTY LOCATION: 51st Logistics Readiness Squadron, Fuels Management Flight, Osan AB
AREA OF CONSIDERATION: All current employees assigned with United States Air Forces, Korea (USAFK)
(Priority Group 5)
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowances are not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Performs a variety of professional operating and/or cost accounting work average difficulty requiring the application of well-established accounting principles, theories, concepts and practices. Conducts the day-today operations of an entire accounting system of a small to moderate size organization. Supplies accounting and financial statements, reports and other information of a factual nature, reflecting the interrelations of accounting and cost budgeting and other accounting data. Provides interpretation of accounting reports, statements and data which point out trends, identifying deviations from standards and/or plans, projecting data into the future. Recommends solutions to more difficult and complex accounting problems and proposes changes and revisions in the accounting system or its operational features. Maintains fuels and cryogenic records. Ensures accuracy of receipt, inventory, and issue documents. Processes computer transactions to ensure proper billing and payment for all product receipt and issue transactions. Monitors product temperature and handling gains and losses to ensure adequate stocks are on-hand to support peacetime and propositioned wartime stock requirements. Compiles consumption data and monitors energy conservation goals. Inputs data into the Fuels Manger Defense (FMD), Enterprise Business System (EBS) to ensure accurate accountability and visibility of capabilities and support limitations. Electronically requisitions ground/heating fuels through Enterprise External Business Portal (EEBP) and validates receipts/invoices with Wide Area Workflow (WAWF). Reconciles all data bases to ensure all transactions have processed correctly. Coordinates with all agencies, ensuring all transactions are processed through the enterprise business System (EBS). Reviews any rejects, correcting them promptly with acute research and reinstating the transactions. Point of contact for all ground fuel ordered for the numerous US Army, Navy, Marine Corps, and Seventh Air Force units deployed or assigned within the Korean theater. Ensures all transactions are accurately processed with on time billing and accounts receivable payments. Accountable for all petroleum products under his control. Shall be assessed financial liability when fuel is lost, damaged, or destroyed as a result of his negligence, willful misconduct or deliberate unauthorized use of his responsibilities. Prepares monthly and daily physical inventory reports. Reconciles all inventory reports for receipts, issues, transfers, losses, and adjustments. Ensures all physical inventories are properly reported on time in the enterprise Business System (EBS). Coordinates with the Base Contracting and the Accounting and Finance Office, for the local purchase of Liquid Oxygen, and Liquid Nitrogen from local contractors for Osan AB. Orders cryogenic products through DLA point of contract at descsa.cryos@dla.mil. Maintains the fuels account, associated records, and documentation in the Enterprise Business System (EBS). Reviews and verifies all postings of transactions to assure that proper analysis has been made of the documents. Project manager for the Vehicle Identification Link (VIL) System, coordinating with vehicle control officers throughout the base ensuring fuel is available to vehicles and that billing information is correct. Acts as the liaison between the Defense Logistics Agency Energy (DLA-E) contractors, Korean employees, and all Fuels Management. To include, monthly briefing and reports to the Fuels Management team on the status of the fuels account. Reviews and verifies documents received to determine validity of account classification, and ensuring adequate preparation. Focal point for the effective reconciliation as required by researching source media, assuring that all pertinent documents have been posted and balances are correct and accurate. Initiates corrective actions as required. Serves as Fuels Flight focal point for the management of civilian employee time sheets. Reviews the form for accuracy and ensures they are delivered to base finance office for processing. Mission essential position; duties are an imperative part of the 51st Fuels Flight’s ability to meet the requirements of the local and peninsula wide exercises. Actively participated in Combined Unit Inspection (CUI), Initial Response Readiness Exercises (IRRE). These duties include the wear of the Chemical Warfare Ensemble and the working of 12 hour shifts. Performs other duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE: One year of specialized experience at grade level of KGS-05 or equivalent.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Education cannot be substituted for the position.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 70 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 509 and higher the Test of English for International Communication (TOEIC) score of 650 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:

Knowledge of the Enterprise Business System (EBS) and must be able to interpret computer products pertaining to fuels function.

Knowledge of accounting principles, theories, concepts and practices.

Ability to operate a personal computer is mandatory.
Ability communicates effectively orally and in writing.
CONTINGENCY-ESSENTIAL(C-E) POSITION: This position has been designated as Contingency-Essential (C-E).
A C-E employee will participate in base exercises equipped with the chemical warfare defense equipment. Selected candidate is required to sign an agreement, Korean Employee Contingency-Essential Position Agreement (USFK Form 200EK) and must be completed physical requirements test before effective date of appointment.
