POSITION TITLE & GRADE: Training Technician, KGS-1702-05/06/07
SALARY: KGS-05: Between 15684 – 22478 won per hour
KGS-06: Between 17618 – 25335 won per hour
KGS-07: Between 19531 – 28160 won per hour
(Total hourly compensation when quarterly bonuses are included)
DUTY LOCATION: 51st Force Support Sq., Child Development Center (CDC), Osan AB
AREA OF CONSIDERATION: All current USFK employees (Priority Group 5). All registrants on the area reemployment priority list (ARPL) (Priority Group 6). Family members of US military and civilian employees of an agency of the United States whose duty station located in Korea (Priority Group 7). Outside Korean National Applicant (Priority Group 8 & 9).
NOTE: Target grade of this position is KGS-07. If the position is filled at the lower grade than target grade, the incumbent may be promoted to the target grade non-competitively upon satisfactory completion of the job requirements, recommendation by the supervisor, and subject to meeting time-in-grade and qualification. Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Initiates, designs, develops, arranges for, conducts, and oversees training in early childhood development and related activities for all child development center staff, family child care program staff and providers, preschool and school-age program staff, volunteers, hourly care staff, management, administrative staff, custodial employees food service staff, and staff working in any unique settings for children. Determines individual and program-wide training needs in collaboration with the Airman and Readiness Flight chief, child development director, family child care coordinator, and youth director. Conducts or sponsors in-service workshops to address needs in instructional techniques such as writing and implementing activity plans using special teaching skills, adapting activities for the individual needs of children, and specific program areas such as family style meals and snacks, child abuse and neglect, outdoor play, parent involvement and conferences, etc. Designs training material, uses or adapts material provided by headquarters or other sources, and identifies appropriate courses from outside sources to meet training requirements. Develops, implements, maintains, and monitors an individual training plan for all management, care giving personnel, family child care coordinators, and providers. Assists directors in identifying personnel training needs, in particular, ensuring the completion of all required training such as all Air Force Training Modules. Tracks progress and periodically reassesses individual growth needs through discussion with individual staff members. Coordinates and schedules employees and volunteers for appropriate training. Develops plans to improve overall operations, corrects identified deficiencies, and enhances developmental program and services. Guides management in applying comprehensive environmental and program assessment instruments. Oversees evaluation, interprets results in terms of program strengths and weaknesses, and advises and works with management personnel to prepare and implement corrective action plans to improve operations and enhance developmental program quality. Provides assistance in the pursuit/retention of accreditation from the National Academy of Early Childhood Programs (NAECP). Trains family child care program staff, providers, and school-age staff on the use of assessment tools designed for specific programs as well as application of child abuse risk assessments. Serves as the principle point of contract for the developmental program position of Headquarters Air Force, Major Command (MAJCOM), or other inspections of developmental assessment team reviews. Schedules and coordinates preliminary internal review to determine the level and quality of programs/services, and assess compliance with Air Force directives, instructions, standards, and requirements. Identifies children who may have special needs. Ensures the implementation of Individuals with Disabilities Education Act and any other laws and/or directives pertaining to the special needs of children. Refers families to agencies and services in the local community for evaluations and assessments, medical programs and/or schools when appropriate. Monitors and provides technical assistance on the implementation of children’s Individual Education Plans (IEPs). Ensures that the needs for children with disabilities and without disabilities are met comparably. Develops, implements, and evaluates personnel training programs and strategies on how best to accommodate children with special needs. Performs other related duties as assigned.
SELECTIVE FACTOR:
Possess one year of experience working in a group program with children and plus 4-year course of study with a major in child development or early childhood education.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE:
KGS-5: One year of specialized experience at grade level of KGS-4 or equivalent.
KGS-6: One year of specialized experience at grade level of KGS-5 or equivalent.
KGS-7: One year of specialized experience at grade level of KGS-6 or equivalent.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
CONDITION OF EMPLOYMENT:
a. Appointment is subject to completion of a favorable background checks to determine suitability for this position.
b. Immunization may be required for the health and safety of those in the facility.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
1. Successfully completed education of four years above the high school level in a ROKG authorized or recognized university may be substituted for the experience required at grade KGS-5.
2. Education cannot be substituted above the KGS-5 level
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 70 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 509 and higher the Test of English for International Communication (TOEIC) score of 650 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:

Knowledge of the principles, theories, concepts and practices of early childhood development encompassing infant through school-age youth.

Skill in developing, adapting, and providing training to staff members, family day care providers, and parents as well as food service and custodial staff.

Skill in identifying children with special needs and providing appropriate referrals to ensure children with special needs are assessed and accommodated.
Must have an excellent command of English language to include fluency in reading, writing, and speaking.
