CIVILIAN PERSONNEL OFFICE OSAN AIR BASE

POSITION TITLE & GRADE: Public Affairs Specialist, KGS-1035-11
SALARY: Between 26730 – 38788 won per hour (Total hourly compensation when quarterly bonuses are included)
DUTY LOCATION: 51st Fighter Wing, Public Affairs, Osan AB.
AREA OF CONSIDERATION: All current USFK employees (Priority Group 5). All registrants on the area reemployment priority list (ARPL) (Priority Group 6). Outside Korean National Applicant (Priority Group 8 & 9).
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Serves as Public Affairs Specialist and carries out a wide range of public affairs assignments that include elements of media operations, social media, community engagement, command information, visual information, communication planning, contingency/crisis response, special event planning, environmental, security, policy review, and public affairs resource management in support of the mission and the commander’s priorities. Modifies standard methods, evaluates the effectiveness of information, and adapts approaches in developing new informational materials aimed at enhancing the understanding of recipients. Coordinates the planning and development of complex, high level public affairs assignments in support of commander’s programs and priorities. Responds to requests for information, materials, and support. This includes providing and/or clearing material concerning controversial unit activities such as hazardous operations, costly acquisitions, and equal opportunity issues upon request by media representatives. Plans and arranges news media coverage; maintains an active web/social media presence; and arranges, advises on, and/or provides visual information services for documentation and/or publicity purposes. Evaluates the propriety and advisability of agency support of participation in local activities, programs, and events. For approved events, coordinates support of requests from community and community groups, schools, news media organizations, and others to include requests for interview, speakers, tours, bands, honor guards, and aviation support and support of local observances and celebrations. Represents the office with a variety of installation and local governmental, media, community engagement, service and educational organizations. Establishes, develops, and maintains effective working relationships with other base organizations, senior installation leadership, local elected and appointed officials, news media representatives, community leaders, and the general public. Attends meetings and maintains professional contacts. Explains public affairs policies and procedures and resolves most problems that arise. Determines appropriate recommendations for unresolved issues and performs follow up. Participates in special assignments and projects. Establishes and arranges interface with print and broadcast news media representatives to increase the understanding of the relationship of the Air Force and the Republic of Korea. Contacts occurs to reduce negative perceptions of the U.S. military presence in Korea and demonstrate the Air Force’s willingness to be good neighbors. Must also explain and clarify policies and activities to media representatives who may be critical or skeptical of such information. Assignments involve developing written materials in English and Hangul conveying complex information for dissemination through the media; presenting information orally in news briefings and meetings with reporters and the public; and developing program recommendations from an analysis of public feedback through media or directly from the publics affected. Decisions regarding what needs to be done require analysis of public reaction to the agency’s programs, activities, and the need for modifying standard communication practices and approaches. Uses variety of techniques in defining the nature and interests of groups affected by the agency’s programs, and gathering and analyzing feedback in evaluating the effectiveness of the public affairs program. The work requires using a variety of oral and written communication methods and techniques in presenting information about the agency and its activities to groups and individuals with varying levels of understanding and acceptance of the agency’s programs. Duties include escorting media representatives onto the installation, providing background information and answering questions directly from news representative. Translates both written and spoken words for the wing commander, vice commander and command chief mast sergeant. Translation includes written correspondence sent and received by wing leadership. Oral translation provided during interaction between wing leadership and a variety of individuals to include, but not limited to Republic of Korea Air Force personnel, local community and business leaders and media representatives. Translation will often include technical military language and ideas that must be expressed correctly and concisely. Participates in special assignments and projects. Performs other duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS: One (1) year of specialized experience equivalent to KGS-09 or equivalent.
SPECIALIZED EXPERIENCE: Experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Three full years of progressively higher level graduate education or completed doctorate course or a doctorate degree in an appropriated field is qualifying for KGS-11.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 540 and higher or the Test of English for International Communication (TOEIC) score of 750 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the position:

Knowledge of concepts, principles, and practices of a public affairs program and written and oral communication principles, techniques, and analytical methods to perform a wide range of public affairs assignments to develop intercommunication between the agency and a variety of audiences.

Skill in gathering, evaluating, and interpreting data to identify potential problems, arrive at valid conclusions, and offer meaningful recommendations and/or resolutions

Skill in working with people to establish and maintain effective working relationships with groups interested in or affected by public affairs programs.

Must have an excellent command of English language to include fluency in reading, writing and speaking.
CONTINGENCY-ESSENTIAL (C-E) POSITION: This position has been designated as Contingency-Essential (C-E).
A C-E employee will participate in base exercises equipped with the chemical warfare defense equipment. Selected candidate is required to sign an agreement, Korean Employee Contingency-Essential Position Agreement (USFK Form 200EK) and must be completed physical requirements test before effective date of appointment.
