POSITION TITLE & GRADE: General Engineer, KGS-0801-11
SALARY: Between 26730 – 38788 won per hour (Total hourly compensation when quarterly bonuses are included)
DUTY LOCATION: 51st Civil Engineering Squadron, Engineering Flight, Osan AB.
AREA OF CONSIDERATION: All current employees assigned with United States Air Force, Korea (USAFK).

NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by the management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Provides professional engineering capability as the lead programmer for the mandatory planning and programming associated with the accomplishment of the following programs: Operations and Maintenance (O&M), Military Family Housing (MFH), Non-Appropriated Fund (NAF), Special Interest Programs, Host-tenant, Host Nation Funded Construction (HNFC), Real Property Maintenance Contract (RPMC), Defense Logistics Agency/defense Energy Support Center (DLA/DESC), Defense Commissary Agency (DECA), Department of defense Dependents’ School (DoDDS), USAF Hospital, Military Construction (MCP/MILCON) programs, and/or Base Community Planning for Osan AB. Formulates and assembles installation MILCON, HNFC, Red Horse, O&M, MFH, NAF, host-tenant DLA/DESC, DECA, DoDDS, USAF Hospital, and RPMC programs. Develops complete project documents including scope of projects, justification, cost estimates, and special studies (DD 1391s). This involves reviewing and analyzing each individual project in detail from an overall requirement as to the ultimate objective to be attained, and integrating the work into a complete program document, ensuring that all factors are incorporated. These projects cover the complete range of engineering disciplines from highly technical buildings and structures to airfield pavements, utility systems, family housing structures and recreational facilities. Coordinates and confers with project engineers on complex technical problems that are encountered in specialized engineering fields. In support of engineering reviews and/or panels, develops evaluations and technical justifications of feasibility, practicability, and technical soundness. Applies engineering methods and techniques to develop and maintain the facility master plan. This includes accomplishment of engineering studies to determine the feasibility or the capability of existing facilities to ensure support of new mission and long range programs, and development of requirements for alteration of construction of facilities. Applies community and industrial development standards (recognizing Air Force peculiar requirements, such as airfield zoning, airspace criteria, explosive clearance criteria, etc.) to develop and update the Installation Development Plan (IDP) that is used as a basis for construction planning and building disposal. Determines extent of airfield, airspace and explosive clearance violations and processes requests for waivers of such violations, coordinating actions through appropriate base agencies as required. Formulates the Annual and Five Year Defense Plan (FYDP) program requirements for the development of the base’s Military Construction (MILCON, HNFC, O&M, MFH, NAF, and RPMC). Serves as the main liaison between Environmental and Plans and Programs and professional engineering staff of the Engineering and Technical Design section to resolve program discrepancies and/or required adjustments to validate Air Force programs. The incumbent must be able to make written program modifications to meet dynamic budgetary constraints or expansions. Based on results of project reviews, may adjust funding, schedules, and work for assigned segment of project/program. Resolves problems or conflicts and executes projects to comply with all applicable Federal, state, and local laws and policies. Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete. Uses computers/computer software such as information management programs, computer aided design and drafting (CADD), and project tracking programs to solve engineering problems, maintain the base general plan, and facilitate work. Keeps current on relevant software applications. Assists with the responsibilities of Facility Activities Management Plan (AMP) Manager per the Civil Engineer Transformation Programming Plan (P-Plan). Utilizes knowledge of multiple engineering disciplines to monitor and manage projects, analyze and assess facility requirements, evaluate and recommend programs, and develop Facilities AMPs and Sub-AMPs, such as Structures and Finishes, and Land Management. Sub-AMPs may include range sustainment, compatible land use, encroachment prevention through development of the Installation Complex Encroachment Management Action Plan (ICEMAP) and Air Installation Compatibility Use Zones (AICUZ), Bird/Wildlife Aircraft Strike Hazards, and other airfield management activities and facility support. Integrates planning, design, construction, operation, maintenance, repair, sustainment, resoration and modernization, and demolition of facility assets to optimize budgeting and project execution. Uses BUILDER or NexGen IT to sync user requirements with available funding, maximizing impact per dollar. Facilitates quarterly AMP Working Group to mesh sub-AMP managers’ technical inputs into an overall asset management site picture and way-ahead. Performs other duties as assigned.
OTHER SIGNIFICANT FACTS: Progressive military construction programming experience of at least three years is desired. Incumbent will be required to travel within Korea to various locations, as well as perform field visits for program verification. Oral and written fluency in the English language is required.
MINIMUM QUALIFICATION REQUIREMENTS:
BASIC REQUIREMENTS: Applicants must hold an engineering degree from a ROKG authorized or recognized college or university in the field of engineering related to the job for which being considered or an engineer license issued by the ROKG in the field related to the job for which being considered.
In addition to meeting the basic requirements above, one (1) year of professional experience equivalent to KGS-09 or three (3) full years of progressively higher level graduate education leading to a doctoral degree in a field related to the position.
PROFESSIONAL EXPERIENCE: Experience which required application of the professional theories, scientific principles, and practices in the established profession of the position to be filled. Professional positions require professional, rather than technical knowledge, skills and abilities (KSAs) such as can be gained through intensive college education and training.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 540 and higher or the Test of English for International communication (TOEIC) score of 750 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the position:

Professional knowledge of multi-discipline engineering concepts, principles, and practices and familiarity with architecture.

Knowledge of engineering and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; and standard contracting regulations, practices, and procedures

Ability to plan and organize work; analyze, interpret, and apply rules, regulations, and procedures in a variety of situations Knowledge of internal construction standards, preferable DoD construction criteria, U.S. code, regulations and standards.

Must have an excellent command of English language to include fluency in reading, writing and speaking.
