POSITION TITLE & GRADE: Assistant Child Development Center Director, KGS-1701-09
SALARY: Between 26582 – 38519 won per hour (Total hourly compensation when bonuses are included)
DUTY LOCATION: 51st Force Support Squadron, Child Development Center, Osan AB
AREA OF CONSIDERATION: All current employees assigned with United States Air Force, Korea (USAFK). (Priority Group 5)
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
To ensure compliance with an applicable preliminary injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, USFK will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. USFK may request information and receive submission of vaccination documentation from employees and selected applicants for the purposes of implementing other workplace safety protocols based on vaccination status, such as masking, periodic testing, physical distancing, travel limitation and quarantine.

MAJOR DUTIES: Serves as Assistant Child Development Center Director in the daily administration of the center. Assists in planning and assigning work to be accomplished by center, including preparation and adjustment of schedules for completion of work. Maintains personnel and payroll records and prepares related reports. Provides input and assistance to the director in developing, administering, evaluating ongoing programs of age-appropriate, individual and group developmental and educational activities for children 6 weeks to 5 years. Conducts scheduled and unscheduled cash counts. Provides direction and assistance to parents in regard to their children and the CDC programs offered. Prepares and implements parent education programs and activities that foster the overall development of the children. Prepares parent newsletters, community information flyers, and other appropriate materials used to educate/inform parents and public of available programs, services, or special events. Contacts parents as the need arises (i.e., medical emergencies, discipline problems, progress reports, etc.). Provides training to providers to include but not limited to classes such as CPR and basic first aid. Provides advice and guidance to parents and in-home providers regarding special needs children. Develops and implements parental involvement plans in conjunction with staff care givers and family day care providers. Provides direction and assistance to the CDC staff and family day care providers in the preparation of day-to-day developmental programming of activities. Ensures activity plans contain a description of activities children engage in and an explanation of how these activities meet their developmental needs. Plans include activities which develop self-control, self-pride, habit of safety, health, and proper eating habits, improve muscular coordination, and those which promote positive self-images and respect for the feelings of others. Assists staff and home day care providers in planning for and responding to the needs of individual children. Prepares: yearly budgets, long range budgets, construction projects, etc., for CDC and family day care program requirements. Submits fully justified budget proposals that reflect requirements/needs. Recommends the selection and purchasing of materials and equipment needed for indoor/outdoor activities taking into consideration the budgetary restrictions. Participates in the administration of the United States Department of Agriculture (USDA) nutrition/food program. Serves as the focal point for the USDA child and adult food program for the family day care program. Provides oversight to the CDC kitchen staff of the USDA food program requirements, maintenance of records, portions, cost cards, and proper serving and storing of food. Spot checks inventories and daily consumption figures. Assists the director in ensuring menus are written and approved in accordance with guidelines. Ensures required parent information is collected and that reports are submitted to the director for approval. Recommends needed changes to the director. Performs inspections to determine compliance with State and Federal USDA regulations. Recruits family day care providers to participate in the USDA program. Provides information to providers related to reimbursements under the USDA program. Performs supervisory personnel management responsibilities. Structures assignments and reviews work of subordinates based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Assures that mission and accuracy requirements are met; selects employees; hears and resolves grievances and complaints; initiates and advocates appropriate corrective and/or adverse action for performance or conduct; schedules and grants level; identifies training needs; and develops and implements training plans. Advises employees in advance of performance expectations. Appraises performance within established Air Force guidelines and time frames. Practices sound position management by periodically reviewing organization structures and functional assignments to ensure position descriptions are accurate. Ensures education in and compliance with security directives and good safety and health directives in all work areas. All known security violations are reported to the proper authority immediately when discovered. Ensures safety equipment and protective clothing/gear are worn when mandated by regulations. Performs other related duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS:
BASIC REQUIREMENTS: Successful completion of a 4-year college or university degree with a major course of study with a major in child development or early childhood education.
In addition to the basic requirements stated above the following is required.
EXPERIENCE: One year of professional experience at grade level of KGS-07 or equivalent. Experience must have been in group childcare or other work that demonstrated the ability to:
- Manage the operation of a childcare center
- Select, train, and supervise childcare and preschool employees, family childcare providers, or other care-giving adults.
- Develop and implement child development programs, including family day care programs, part-day preschool programs, and before and after school programs.
- Work with individuals and groups to solve complex problems related to the care and education of children.
For KGS-09, experience in managing an entire cycle of operation of an early childhood program, including budgeting; facility management; supply management; program development; implementation; selection, training, and supervision of personnel; and curriculum oversight.
PROFESSIONAL EXPERIENCE: Experience which required application of the professional theories, scientific principles, and practices in the established profession of the position to be filled. Professional positions require professional, rather than technical knowledge, skills and abilities (KSAs) such as can be gained through intensive college education and training.
CONDITION OF EMPLOYMENT:
a. Appointment is subject to completion of a favorable background checks to determine suitability for this position.
b. Immunization may be required for the health and safety of those in the facility.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successful completion of two full years of progressively higher-level graduate education in a field related to the position being filled is substituted for one year of professional experience required at KGS-09.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 540 and higher or the Test of English for International Communication (TOEIC) score of 750 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Knowledge of the principles, theories, concepts and practices of childcare program management practices and procedures of child development programs.
b. Ability to plan, organize, and direct the functions and staff of a medium to large sized organization.
c. Knowledge of contracting rules, regulations and procedures of both appropriated and non-appropriated fund programs.
d. Skill in conducting regular or periodic audits and/or studies, evaluating results and scheduling/coordination.
e. Must have an excellent command of English language to include fluency in reading, writing, and speaking.
