POSITION TITLE & GRADE: Secretary (Office Automation), KGS-0318-05
SALARY: Between 17961 – 25774 won per hour (Total hourly compensation when bonuses are included)
DUTY LOCATION: 51st Communications Squadron, Communication and Information, Osan AB.
AREA OF CONSIDERATION: All current employees assigned with United States Air Forces, Korea (USAFK)
(Priority Group 5)
NOTE: Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowances are not authorized for USFK employees selected from outside the commuting area.
To ensure compliance with an applicable preliminary injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, USFK will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. USFK may request information and receive submission of vaccination documentation from employees and selected applicants for the purposes of implementing other workplace safety protocols based on vaccination status, such as masking, periodic testing, physical distancing, travel limitation and quarantine.

MAJOR DUTIES: Performs a variety of general office, administrative, electrical, executive duties in support of the director/ commander. Received calls, greets visitors, and determines the nature of the call or business of the visitor. Independently ascertains those calls or visitors which should be referred to the director/commander, other staff personnel, or which can be handled personally. Position required the ability to respond to non-technical requests which can be provided based on an extensive knowledge of the organizational structure, the director/commander’s responsibilities, priorities, commitments, policies, and goals, or from records and files. Places DSN, local, and commercial long-distance calls through the Korean Telephone Exchange systems for both supervisor and staff personnel. Sends and receives fax. Receives all incoming correspondences, publications, regulations, and directive for the director/commander. Reviews all outgoing decorations, performance reports, correspondences, and other documents. Ensures material is presented in compliance with suspense, current procedures, and policies. Also, required to ensure correspondence is in proper format, grammar and typographical accuracy are within tolerance, and all appropriate supporting documents are attached. Assembles background information from the staff to ensure the director/ commander is properly prepared for the conference or meeting. Maintains supervisor’s calendar and determines priorities at own discretion; schedules, reschedules, or rejects appointments; accepts or declines invitations to meetings for attendance by staff members as appropriate. Provides supervisor with personal summary of all daily appointments and monthly calendars and reminds supervisor of appointments; briefs supervisor on key matters to be considered before the scheduled appointment. Develops office procedures to ensure effective and efficient operations with regard to administrative and clerical duties. Independently maintains and develops necessary computer software and databases to ensure administrative support is properly provided to the commander. Informs and instructs officials, technicians, secretaries and clerical personnel, subordinate officers, and staff, concerning such procedures, requirements, and operations. Receives requests for statistical or information material concerning organizational programs. Researches, assembles and summarizes the information, as required from files, databases, and documents in responses to these requests. Prepares key personnel roster, updating monthly, coordinating with other agencies. Prepares travel orders and trip itineraries; coordinates all travel, personal transportation requirements, and billeting arrangers in timely manner. Upon return from travel, prepares all necessary paperwork for a trip report and completes supervisor’s travel voucher. Translate director/commander’s letter to republic of Korea (ROK Air Force and Army commanders and Korean dignitaries into Hangul or translates correspondence in Korean into English. Act as liaison between ROK Air Force and Army commanders, Korean civilian officials, and other leaders. Schedules meetings, social gatherings and other functions as required. Translates for the director/commander for visiting Korean dignitaries and commercial representatives. Protocol advisor to director/commander to ensure proper actions and responses are met in all dealings with Korean officials. Performs other duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPEREINCE: One (1) year of specialized experience at grade level of KGS-04 or equivalent. A minimum typing speed of 30 words (English/150 strokes) per minute is required. ROK Word Processing Certificates for English may be substituted for the self-certification of keyboard operation skills.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Successfully completed education of four years above the high school level in a ROKG authorized or recognized university may be substituted for the experience required at grade KGS-05 level.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 60 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 430 and higher the Test of English for International Communication (TOEIC) score of 450 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Knowledge of extensive rules, procedures, operations, functions, and commitments applied to secretarial and clerical assignments to perform the procedural and administrative work of the office, such as screening calls and visitors, maintaining supervisor’s calendar, preparing, reviewing and editing documents, locating and assembling information for various reports, maintaining files/records.
b. Knowledge of various office automation software programs, tools, and techniques to support office operations.
c. Ability to communicate effectively, both orally and in writing
