POSITION TITLE & GRADE: Engineering Support Assistant, KGS-0303-05

SALARY: Between 20157 – 28927 won per hour (Total hourly compensation when bonuses are included)
DUTY LOCATION: 51st Civil Engineering Squadron, Engineering Flight, Osan AB
AREA OF CONSIDERATION: All current employees assigned with United States Air Forces, Korea (USAFK)
(Priority Group 5)
NOTE: 1. USFK NAF employees newly hired on or after 1 Jul 2004 will be required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position. However, they may be allowed to move to other NAF positions within their employing command/activity.
2. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Serves as an engineering support assistant to Commander, Engineering Flight and assumes full administrative support responsibility for the timely submittal and accuracy of data maintained in both the engineering documents and the data maintained in the CE NexGen IT/TRIRIGA. Provides administrative and clerical assistance in support of the engineering flight in preparing correspondence, spreadsheets and graphic presentations for reporting purposes. Works with computer programs for the generation, maintenance and update of engineering flight office data and the reporting of data in computer-generated tabular, graphic, charts, spreadsheets, staff meeting slides or other forms. Collects data on all projects and assists supervisors in preparing status reports. Coordinates and confers with project programmers, engineers and inspectors on moderate technical problems. Receives and monitors all Base Civil Engineer Work Task that require project development or engineering assistance and review. Prepares, processes and coordinates required project approval documents from project inception to approval. Provides staffing assistance and develops reports and other management tools as required. Maintains and organizes engineering office files, records and reference materials as a flight record custodian and librarian. Performs as time keeper and base pass & decal sponsor representative for KN employees, construction contractor’s Pass ID administrator, construction close-out tracker and warranty tracker for engineering flight. Performs as administrator for designing review packages and construction contract packages. Responsible for ensuring all projects are properly sorted by type of program elements and funding sources, correctly classified by type of work and category codes, a project number and program amount are assigned to each project, and project is accurately loaded into CE NexGen IT/TRIRIGA. Independently manages, controls, formulates, assembles and updates the database in the CE NexGen IT/TRIRIGA and verifies and validate the updates of others. Establishes the critical first step in the construction process. Creates and maintains project folders ensuring required programming documents have been initiated and completed. Serves as focal point of information pertaining to project status, project priority, etc., and utilizes tack and diplomacy in answering customer’s inquiries. Translates and produces bilingual official letters and briefings, which are addressed to local government or Republic of Korea Air Force in matters concerning real estate and other airfield clearance issues. Performs other related duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPEREINCE: One (1) year of specialized experience at grade level of KGS-04 or equivalent.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Successfully completed education of four years above the high school level in a ROKG authorized or recognized university may be substituted for the experience required at grade KGS-05 level.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 60 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 430 and higher the Test of English for International Communication (TOEIC) score of 450 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
b. Knowledge of operating Automated Civil Engineer System (ACESPM) and CE NexGen IT/TRIRIGA, MS Office software.
c. Knowledge of the organizational and functional responsibilities and operations of an organization.
d. Ability to read, write, speak, and understand English.
