KOREAN NATIONAL POSITION
CIVILIAN PERSONNEL OFFICE KUNSAN AIR BASE
ANNOUNCEMENT NUMBER: KAB-AF-26-2025

POSITION TITLE & GRADE: Language Specialist, KGS-1040-05/07 (2-Full Time), 2nd Issue
SALARY: KGS-05: 20,157 to 28,927 Won per hour or,
KGS-07: 25,107 to 36,244 Won per hour
(Total hourly compensation when bonuses are included).
TOUR OF DUTY: 40 hours per week.
DUTY LOCATION: Law Enforcement, Operations Flight, 8th Security Force Squadron, Kunsan AB.
AREA OF CONSIDERATION: All current employees assigned with United States Air Force, Korea (USAFK). (Priority Group 5).
NOTES:
1. Target grade of this position is KGS-07. If this position is filled at the lower grade than target grade, the incumbent may be promoted to the target grade non-competitively upon satisfactory completion of the job requirements, recommendation by the supervisor, and subject to meeting time-in-grade and qualification.
2. USFK NAF employees newly hired on or after 1 Jul 2004 will be required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position. However, they may be allowed to move to other NAF positions within their employing command/activity. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
3. This position has been designated as a Contingency-Essential (C-E) position. C-E employee will participate in base exercise equipped with the chemical warfare defense equipment. Selected candidate is required to sign an agreement, Korean Employee Contingency-Essential Position Agreement (USFK Form 200EK) and must be completed physical requirements test before effective date of appointment.
4. Translation and transcribing test relating to law enforcement activities is required for individuals who are referred for consideration and will be administrated by SFS.
MAJOR DUTIES: Performs interpretations from English into Korean and vice versa of investigative cases between military investigators and Korean National. Interpreter at this level is required to have a fluent native knowledge with which he/she is working and a comprehensive knowledge and speaking ability in the other language and must sufficiently familiar himself/herself with the subject discussed. Translates sensitive information which requires a secret clearance. Orally translates verbal statements into the desired language, using correct phraseology and eliminating personal prejudice or belief, in order to convey the original intent or meaning. Makes written translation of statements, interrogation records, and other pertinent documents. Translation requires a good knowledge of terminology and vocabulary in law. Provides oral translation during discussions, questions, and answer periods between military investigators and ROK police officials (KNP). Types a variety of data in the form of correspondence and reports from oral instructions or rough drafts, which the services of a qualified typist are not required. Performs other related duties as assigned.
OTHER SIGNIFICANT FACTS: Subject to work on a day, swing, or midnight shift and on weekends and holiday shift. Is required to have minimal computer skills.

MINIMUM QUALIFICATION REQUIREMENTS:
KGS-05: Three (3) years of general experience of which one (1) year at least equivalent to KGS-04 level, or four (4) years course of study above high school resulting in a bachelor’s degree is required.
KGS-07: One (1) year of specialized experience equivalent to KGS-05 level, or one (1) full academic year of graduate level education in a field related to the position being filled is required.
General Experience is defined as progressively responsible administrative, professional, technical, investigative, or other substantive experience, one (1) year of which is equivalent to at least the next lower grade, that demonstrates the ability to (a) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; (b) Plan and organize work; and (c) Communicate effectively in English, both orally and in writing.
Specialized Experience is defined as experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of that position. Special experience may be substituted for general experience.
SUBSTITUTION OF EDUCATION OF EXPERIENCE:
a. College. Successful completion of study in a ROKG authorized or recognized college or university in any field may be substituted for general experience at the rate of 1 academic year of education for 9 months of general experience. A full-4-years course of study resulting in an undergraduate degree is fully qualifying for KGS-05 positions under this standard provided any required testing and any licensing requirements are also met. Undergraduate college education may not be substituted for any experience requirements above KGS-05 level.
b. Graduate Education. For specialized experience, each full academic year of graduate education in a field related to the position being filled may be substituted for 1 year of specialized experience up to a maximum of 2 years graduate education for 2 years specialized experience. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 12 semester hours should be considered as satisfying the 1 year of full-time study requirement.
TRANSCRIPTS ARE REQUIRED IF USING EDUCATION AS SUBSTITUTION FOR SPECIALIZED EXPERIENCE.
COURSES MUST BE DIRECTLY RELATED TO THE WORK OF THE POSITION.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 550 and higher or the Test of English for International Communication (TOEIC) score of 800 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the position:
1. Ability to speak and write in both the English language and Korean language to orally translate verbal statements and perform written translations of a variety of documents, reports, and or statements.
2. Knowledge of terminology and vocabulary related to law or criminal justice.
3. Ability to prepare a variety of correspondence and reports.
