KOREAN NATIONAL POSITION
CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Housing Management Assistant, KGS-1173-05
SALARY: Between 20157 – 28927 won per hour (Total hourly compensation when bonuses are included)
DUTY LOCATION: 51st Civil Engineer Squadron, Installation Management Flight, Family Housing Office, Osan AB.
AREA OF CONSIDERATION: All current employees assigned with United States Air Forces, Korea (USAFK)
(Priority Group 5)
NOTE: 1. USFK NAF employees newly hired on or after 1 Jul 2004 will be required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position. However, they may be allowed to move to other NAF positions within their employing command/activity.
2. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Assigns housing to military accompanied and/or unaccompanied residents; answers referred phone inquiries; records applicant information; processes forms; briefs applicants on policies and procedures; and updates computer data base files. Operates computer to enter, retrieve, and store data. Performs installation housing facilities service, conducts joint resident/management inspections of quarters to evaluate appearance, structural stability, maintenance, and habitability of the units, equipment and facilities. Performs initial, pre-termination, and final occupancy inspections of housing units to identify scope of maintenance and repair to be accomplished between residents. Evaluates information. Drafts reports and answers to correspondence that can be used as the basis for recommendations, interpretations, and decisions by higher level housing officials. Ensures negative resident feedback is addressed. Assists in maintaining liaison with community landlords, real estate agents, property managers and owners, home builders, civic groups and other agencies to keep them advised regarding housing needs of military and DoD civilian personnel. Acquaints owners/agents with open housing laws and DoD equal opportunity policies and programs; how they may qualify their property for listing with the housing office; military statutes concerning leases, security deposits, and military clauses. Recommends denial of listing if a unit does not meet acceptable standards and/or advises landlord what must be done to meet acceptability standards. Provides information on any existing restrictive sanctions or off-limits status. Prepares briefings, brochures, and rental listings, as applicable, for local community housing. Maintains automated database rental listings. Uses a variety of Air Force Instructions, manuals, standards, and guides that are usually directly applicable to the assigned work. In some cases, guidelines have been supplemented at the command level and, if not directly applicable, are further refined at the installation level through operating procedures and written instructions. Advises all eligible military members and eligible civilian employees of entitlements and reimbursements, when applicable. Accurately process entitlements through Air force system(s) designated as such. Recommends financial forecasting of future expenditures for office use and life cycle of assets associated with military family housing. Completes and maintains housing and occupancy reports/listing for daily operation and supervisor review. Act as a translator between tenants and housekeepers, contractors, maintenance people, coordinate maintenance work orders and perform follow-up inspections of completed tasks for adequacy and assists housing customers handling questions and concerns pertaining to both MFH and Community Housing. Performs other related duties as assignment.
OTHER SIGNIFICANT FACTS: May be subject to temporary duty assignments. Work may include some overtime. Work involves frequent travel and inspections in and about Military Housing facilities; it requires some physical exertion while standing for long periods of times, walking on uneven surfaces and bending, reaching or stretching.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE: One year of specialized experience at grade level of KGS-04 or equivalent experience.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Successfully completed education of four years above the high school level in a ROKG authorized or recognized university may be substituted for the experience.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 70 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 509 and higher the Test of English for International Communication (TOEIC) score of 650 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Ability to perform a variety of technical work involved in the administration and operation of the family housing management program.
b. Knowledge of English language (written, spoken, and verbal) is mandatory.
c. Must be familiar with computer functions.
d. Possession of a valid driver’s license is mandatory.
