CIVILIAN PERSONNEL FLIGHT OSAN AIR BASE

POSITION TITLE & GRADE: Secretary (Office Automation), KGS-0318-05/06
SALARY: KGS-05: Between 20157 – 28927 won per hour
KGS-06: Between 22646 – 32606 won per hour
(Total hourly compensation when bonuses are included)
DUTY LOCATION: 7th Air Force, Directorate, Logistics, Engineering and Force Protection, Osan AB
AREA OF CONSIDERATION: All current employees assigned with United States Air Forces, Korea (USAFK)
(Priority Group 5)
NOTE: 1. Target grade of this position is KGS-06. If this position is filled at lower grade than target grade, the incumbent may be promoted to the target grade non-competitively upon satisfactory completion of the job requirements, recommendation by the supervisor, and subject to meeting time-in-grade and qualification.
2. USFK NAF employees newly hired on or after 1 Jul 2004 will be required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position. However, they may be allowed to move to other NAF positions within their employing command/activity.
3. Relocation allowance is not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Performs a variety of general office, administrative, clerical, and executive duties in support of the Director and Deputy Director, Logistics, Engineering and Force Protection. Receives calls, greets visitor, and determines the nature of the call or business of the visitor to the A4 Directorate. Independently it ascertains necessary level of support each call or visitor requires and determines when they are referred to the Director or Division Chief, other staff personnel, or which can be handled personally. Position requires the ability to respond to nontechnical request which can be provided based on an extensive knowledge of the organizational structure, the Director’s responsibilities, priorities, commitments, policies, organizational goals, or from records and files. Places DSN, local, and commercial long-distance calls through the Korean Telephone Exchange Systems for both the Director, Division Chiefs and/or staff personnel. Sends and receives faxes, e-mail, and other correspondence on behalf of the Director or Division Chiefs. Receives all incoming correspondence, publications, regulations, and directives for the Director and Deputy. Reviews of all outgoing decoration, performance reports, correspondences and other documents as required to ensure the Directorate is represented professionally. Ensures materials is compliance with required suspense, current procedures, or applicable policies. Routinely prepares nontechnical Director or Deputy correspondence, and will prepare nontechnical Division Chief, personal or executive correspondence based upon director’s priorities. Translates Director-level correspondence to Republic of Korea (ROK) military office or commanders and Korean dignitaries into Hangul and translates correspondence from Korean into English for the Directorate. Performs idiomatic written translations on various communication materials requiring full language usage involving grammar, idioms, and complex language syntax with responsibility for accurate and instantaneous translations. Read original text which is in the form of either English or the Korean language (Hangul) through various mediums to include regulations, policy directives, international agreements, memorandum of understanding, briefings, and contracts. Translates the original text into Hangul or English by performing almost simultaneous translation. Acts as the Directorate’s liaison between ROK Air Force and Army Commanders, Korean civilian officials and Directors. Maintains Director and Deputy Director’s calendar and ensures 7 AF’s Staff Availability sheet is accurate for Director and Deputy Director and determines priorities as own discretion. Schedules, rejects or reschedules appointments and accepts or declines invitations to meetings while arranging for attendance by staff members as appropriate. Develops office procedures to ensure effective and efficient operations with regard to administrative and clerical duties for supporting the overall Directorate mission. Independently maintains and develops necessary computer software and data bases to ensure administrative support is properly provided to the director or Division Chiefs, to include periodic technical refreshes. Updates Directorate’s key personnel rosters and coordinate organizational updates with other installation and 7 AF agencies. Prepares travel orders and trip itineraries for the Director, Deputy director and Chief enlisted Manager (CEM). Coordinates travel, personal transportation requirements and billeting arrangements in a timely, professional manner. Ensures staff is aware of Director’s trip itinerary and assembles all supporting material the staff determines necessary for the Director’s forthcoming trip. Upon return from travel, prepares all necessary paperwork for a trip report and completes the Director’s Deputy Director’s, and CEM’s travel voucher(s) as required. Performs other related duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPEREINCE:
KGS-05: One (1) year of specialized experience at grade level of KGS-04 or equivalent.
KGS-06: One (1) year of specialized experience at grade level of KGS-05 or equivalent.
A minimum typing speed of 30 words (English/150 strokes) per minute is required. ROK Word Processing Certificates for English may be substituted for the self-certification of keyboard operation skills.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
1. Successfully completed education of four years above the high school level in a ROKG authorized or recognized university may be substituted for the experience required at grade KGS-05 level.
2. Education cannot be substituted above the KGS-05 level.
ENGLISH LANGUAGE COMPETENCY:
1. The American Language Course Placement Test (ALCPT) score of 70 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 509 and higher the Test of English for International Communication (TOEIC) score of 650 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL/TOEIC scores are valid for two years from the exam date.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the positions:
a. Knowledge of extensive rules, procedures, procedures, or operations applied to secretarial and clerical assignment to perform the procedural and administrative work of the office.
b. Knowledge of office functions and commitments of supervisor and staff to prepare and review correspondence, to screen telephone calls and visitors, to maintain supervisor’s calendar, and to perform administrative work of the organization.
c. Knowledge of the organizational and functional responsibilities and operations of an organization.
d. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, and databases.
e. Ability to communicate effectively, both orally and in writing, using tact and courtesy.
